Minister of Health Dao Hong Lan has just signed and issued Directive 07/CT-BYT on strengthening management and improving the quality of medical examination and treatment activities. The directive was issued in the context of a number of violations in private clinics and cosmetic facilities recently, causing public outrage and affecting the reputation of the health sector.
According to Minister Dao Hong Lan, the health system has had many positive changes in recent times, the quality of services has been increasingly improved, meeting the diverse health care needs of the people. However, there are still cases of some facilities violating regulations in medical examination and treatment.
Typically, private clinics operate without sufficient facilities, equipment, and human resources; hire others to register their practice. In particular, many beauty and cosmetic establishments and beauty services have committed violations such as: providing services outside the licensed scope, advertising falsely, taking advantage of the name of a foreign doctor of unknown origin, giving unreasonable treatment recommendations, performing illegal encroachment procedures, collecting money incorrectly, and reporting costs without transparency.
These acts not only harm the rights of patients but also cause frustration in society, reducing the prestige of the health sector the Minister emphasized.
To overcome the above situation, Minister Dao Hong Lan directed local Departments of Health to step up propaganda and guidance on the implementation of legal regulations and professional regulations to each facility. At the same time, publicize the list of licensed medical examination and treatment facilities, scope of professional activities, and prices of medical services for people to look up, monitor and select.
Health agencies are also required to strengthen management of the practice process, grant practice licenses, suspend or revoke licenses for violations. At the same time, maintain hotlines and channels to receive online feedback and coordinate with the press so that people can promptly report violations.
The Ministry of Health emphasizes the coordination with competent authorities to inspect, check, and punish violations, combined with additional handling forms such as: Revoking practice certificates, suspending or revoking grassroots business licenses. The list of violating facilities will be made public on mass media so that people know and monitor.
Minister Dao Hong Lan also requested hospitals and institutes under the Ministry to strengthen medical ethics education, strictly implement professional and internal regulations; medical facilities assigned to provide practical guidance must ensure close supervision of the training process and issuance of certificates in accordance with regulations.
"The health sector is determined to strictly handle violations, make them public and transparent to protect the rights of patients and regain social trust" - the Minister affirmed.
