At the meeting to review and agree on plans to reduce and reform administrative procedures, business conditions and decentralize the resolution of administrative procedures that just took place, Standing Deputy Minister of Health Vu Manh Ha emphasized the requirement to drastically implement solutions to reduce costs and shorten the processing time of dossiers for people and businesses.
Currently, the Ministry of Health is publicizing and applying 270 administrative procedures on the National Database on Administrative Procedures. After proposing the decentralization plan, the proportion of procedures under the Ministry's jurisdiction is 24.34%, meeting the requirements according to Conclusion No. 18-KL/TW of the Central Government.
Along with that, 3 targets according to Resolution 66/NQ-CP initially achieved positive results. Specifically, the rate of cutting and proposing plans to simplify business registration reached 55.81%; the time to resolve procedures was reduced equivalent to 46 months, 1,169.5 days and 134 working days, reaching 34.1%; the cost of complying with administrative procedures decreased by 31.77%.
Regarding business conditions, in 2025, the Ministry of Health cut 383 out of a total of 1.272 conditions, equivalent to 30.11%. In 2026, if implemented according to the provisions of the Investment Law, the Ministry will focus on reviewing and amending Decree No. 96/2023/ND-CP and Circular No. 32/2023/TT-BYT and related documents, aiming to cut an additional 316 out of 878 conditions, reaching 35.99%. After this review, the number of business conditions under the Ministry's management is expected to be 562.
The goal in the coming time is to meet the requirements of Conclusion No. 18-KL/TW, and at the same time continue to study solutions to cut conditional investment and business lines.
According to the orientation given, out of 7 industries and occupations under management under Appendix IV of the 2025 Investment Law, the Ministry of Health plans to abolish 3 industries and occupations in 2025 and 2026, equivalent to a reduction rate of 42.85%.
Standing Deputy Minister of Health Vu Manh Ha affirmed: Administrative procedure reform, reducing business conditions and promoting decentralization are urgent requirements. He requested units under the Ministry to closely coordinate, conduct a comprehensive review, and carefully study to advise the Ministry's leaders to deploy task groups in a scientific, practical, and timely manner.
The Deputy Minister emphasized that the reduction must be associated with stronger decentralization and delegation of power to localities and grassroots levels; and at the same time clearly assign officials in charge of each field, ensuring the regime of reporting in writing in accordance with the plan to serve the overall and management work.
According to leaders of the Ministry of Health, the editing and revision of administrative procedure groups and business conditions needs to be carried out strictly in terms of content, in accordance with practical requirements, thereby contributing to improving the business environment, reducing the burden of compliance and improving the efficiency of state management in the health sector.
