Recently, related to the field of forensic examination, forensic psychiatry and compulsory treatment of mental illness, there have been a number of incidents such as bribery, bribery, bribery brokerage, organizing illegal use of drugs in forensic and compulsory treatment facilities, forging mental illness records, ... causing outrage in society.
In this situation, the Ministry of Health requests hospitals, forensic psychiatric facilities, forensic psychiatric centers in regions and the Departments of Health of provinces and centrally run cities to seriously implement Directive No. 07/CT-BYT dated September 9, 2024 on strengthening compulsory medical examination and treatment.
Units must ensure an objective, honest, and legal appraisal process, complying with current circulars and regulations. The appraiser must fully meet professional standards; only hand over the appraisal conclusion to the organization or individual in accordance with regulations.
For compulsory mental health treatment facilities, the Ministry of Health requires strict management of patients, not allowing them to go out or flee without permission, arranging enough security, camera systems, and three layers of safe doors. When there is a disorder, it is necessary to coordinate immediately with local police.
Hospitals and clinics specializing in mental health are only granted certificates and summarized medical records in accordance with regulations, and do not arbitrarily design forms for mental health examination. The heads of the facilities will be responsible for any violations, assisting in profiteering and evasion of criminal liability.
The Ministry of Health requires units to urgently deploy, promptly inspect, monitor, and strictly handle violations to maintain discipline and transparency in forensic examination, forensic psychiatry, and compulsory treatment.
