Ministry of Health responds to local recommendations facing difficulties in arranging personnel for commune health stations

The Ministry of Health responds to the recommendations of voters in Ninh Binh province reflecting difficulties in the organization of the apparatus and personnel arrangement of the Commune Health Station.

The Ministry of Health received an official dispatch from the National Assembly's Committee for Petitions and Supervision on transferring voters' petitions sent after the First Session of the 16th National Assembly, including some petitions from voters in Ninh Binh province.

Accordingly, voters in Ninh Binh province reflected that there are currently no new specific regulations on the functions, tasks and list of job positions for the Public Service Center and commune-level Health Stations, leading to difficulties in organizational structure and personnel arrangement.

Voters proposed to soon issue a circular guiding unified and consistent with the new local government organization model.

Answering voters, the Ministry of Health said that it has issued Circular No. 43/2025/TT-BYT dated November 15, 2025 guiding the functions, tasks, powers and organizational structure of commune, ward, special zone health stations under provinces and cities directly under the Central Government and Circular No. 53/2025/TT-BYT dated December 31, 2025 amending and supplementing a number of articles of Circular No. 43/2025/TT-BYT, ensuring compliance with Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo, the direction of the Government and the 02-level local government model.

To suit the new functions and tasks of the Health Station, the Ministry of Health issued Plan No. 456/KH-BYT dated March 21, 2026 on developing a Circular amending and supplementing a number of contents of Circular No. 03/2023/TT-BYT dated February 17, 2023 of the Ministry of Health guiding job positions, norms for the number of employees, and the structure of public employees according to professional titles in public health non-business units.

In which, focusing on the content for commune-level Health Stations, the draft has regulations on the List of job positions at Health Stations, including job position groups: Management job group; professional job group; support job group.

At the same time, implement the steps to build the above Circular in accordance with the provisions of the Law on Promulgation of Legal Documents and related guiding documents, with the deadline for submitting the Circular for promulgation in the third quarter of 2026.

On June 26, 2026, the Government issued Decree No. 232/2026/ND-CP regulating the job positions of public employees, effective from July 1, 2026; accordingly, ministries are not assigned to issue separate guidelines on job positions.

Therefore, the Ministry of Health plans to rename the draft to "Circular guiding norms on the number of people working at commune, ward, and special zone health stations under provinces and centrally-run cities".

Currently, the Ministry of Health is summarizing the opinions of the Ministry of Justice, the Ministry of Home Affairs and the People's Committees of 34 provinces and cities to complete and promulgate the Circular.
