The Minister of Health issued Circular No. 43/2025/TT-BYT guiding the functions, tasks, powers and organizational structure of health stations of communes, wards and special zones under provinces and centrally run cities.
In particular, regarding the organizational structure, the leaders of commune-level health stations include: Director and Deputy Director. The number of Deputy Directors shall comply with the provisions of law and competent authorities.
The Director and Deputy Director of the commune-level health station are appointed and reappointed by the Chairman of the People's Committee at the commune level, extending the term of office, dismissing, resigning, or removing from management positions according to the provisions of law.
Minimum organizations under commune-level health stations include:
+ General Administration Office or Department;
+ Department of Population, Children, Social Protection;
+ Department of Disease Prevention and Food Safety;
+ Department of Medical Examination and Treatment;
+ Faculty of Pharmacy, Medical Equipment, paraclinical.
At the same time, the stations are organizations directly under commune-level health stations, organized to implement all or part of the functions and tasks of commune-level health stations to ensure the provision of health services to the people.
The Director of the commune-level health station issued the functions, tasks and working relationships for organizations under the commune-level health station.
Regarding transitional provisions, the Circular clearly states that during the period of not completing the arrangement and reorganization of commune-level health stations according to the model of public service units, based on the actual situation of the locality, the functions, tasks and powers of commune health stations are stipulated in this Circular and the tasks assigned by law to commune-level health stations, the provincial People's Committee is responsible for:
+ Temporarily regulate the functions, tasks, powers and organizational structure of commune-level health stations under the management authority to ensure the provision of health services to people in the area in accordance with the actual situation of human resources, facilities and medical equipment.
+ Assigning units to directly manage commune-level health stations.
+ Assign the Director of the provincial Department of Health to direct and coordinate with units under its management authority to support commune-level Health Stations in technical expertise and human resource support if necessary; Submit to the provincial People's Committee to assign units to sign health insurance examination and treatment contracts for commune-level health stations; ensure adequate supply of drugs, chemicals, medical equipment and other necessary conditions to effectively implement the activities of commune-level health stations.
+ Commune-level health stations are subject to the provisions of Clause 8, Article 69 of Decree, Book 188/2025/ND-CP dated July 1, 2025 of the Government regulating the direction and guidance for the implementation of a number of articles of the Law on Health Insurance.
