On November 14, Lao Dong news source reported that the Ministry of Health sent an official dispatch to the National Assembly Delegation of Phu Yen province regarding the response to the petition of Phu Yen province voters related to the management field of the health sector.
According to the Ministry of Health, voters in Phu Yen province proposed that from July 1, 2024, the basic salary of cadres, civil servants, public employees, and armed forces will increase to 2.34 million VND/month, accordingly, the level of health insurance (HI) for households will also increase by 30% compared to the old level, while the lives of the majority of people in many places, especially in rural and mountainous areas, are still facing many difficulties.
Voters recommend that the Ministry of Health research and evaluate to find solutions and a roadmap to increase health insurance premiums appropriately, ensuring that all people can participate in health insurance.
In response to voters' petitions, the Ministry of Health said that according to the provisions of the Law on Health Insurance and Decree No. 146/2018/ND-CP (abbreviated as Decree 146) dated October 17, 2018 of the Government detailing and guiding measures to implement a number of articles of the Law on Health Insurance, the health insurance contribution rate for household members is 4.5% of the basic salary.
Accordingly, the first person pays 4.5% of the basic salary; the second, third, and fourth people pay 70%, 60%, and 50% of the first person's contribution, respectively; from the fifth person onwards, the contribution is 40% of the first person's contribution.
In order to remove difficulties for people participating in health insurance, especially people in rural and mountainous areas, the Ministry of Health has organized research and evaluation in the implementation of the Health Insurance Law and Decree 146. On that basis, the Ministry of Health has consulted, developed and submitted to the Government to issue Decree No. 75/2023/ND-CP (abbreviated as Decree 75) dated October 19, 2023 amending and supplementing a number of articles of Decree No. 146.
According to Point b, Clause 3, Article 8 of Decree 75, the People's Committee of the province or centrally-run city, based on the local budget capacity and other legal funding sources, shall submit to the People's Council of the province or centrally-run city to decide on additional support levels for a number of other groups of subjects such as the group participating in family health insurance.
The Ministry of Health respectfully requests the National Assembly Delegation of Phu Yen province to recommend the People's Committee of Phu Yen province to review and provide additional support for groups of households participating in health insurance within the province's budget capacity and legal funding sources of the province.
