On November 12, Lao Dong news source reported that Phu Yen Provincial Inspectorate has just concluded an inspection of the responsibility of the Chairman of Tuy Hoa City People's Committee in implementing legal regulations on citizen reception; laws on complaints and denunciations in the period of 2022 - 2023.
Through the inspection, the Inspectorate of Phu Yen province found that the Chairman of Tuy Hoa City People's Committee directly received citizens periodically and directed regular reception of citizens in accordance with regulations; opened a book to monitor and record the regular and periodic reception of citizens by leaders...
In 2022 - 2023, the Chairman of Tuy Hoa City People's Committee resolved 44 complaints and 3 denunciations under his authority; many complaints and denunciations were resolved to ensure the legitimate rights and interests of citizens.
However, besides the achieved results, the implementation of legal regulations on citizen reception and laws on complaints and denunciations in the area still has some limitations and shortcomings.
Some departments, offices, units and localities do not open a book to receive citizens regularly and periodically as prescribed by the leaders; do not open a book to track the receipt of petitions under their authority; do open a book to receive and process petitions but the content is missing from the records; do not arrange for civil servants to concurrently work in receiving citizens and receiving and processing petitions.
2 cases of suspension of complaint settlement on the grounds that the court accepted the case but did not instruct or request the people to withdraw the complaint were not in accordance with regulations; 1 case was accepted not in accordance with regulations.
The settlement of complaints and denunciations under the authority is still slow (45/45 complaints and 2/2 denunciations). The implementation of decisions to resolve complaints is still slow (1 case has not been completed)...
From the above conclusion, the Inspectorate of Phu Yen province requested the Chairman of Tuy Hoa City People's Committee to base on the inspection results and related regulations, organize a review to clarify responsibilities in order to have a plan to overcome and correct limitations and shortcomings.
Directing heads of specialized departments, units, and localities to seriously review and learn from the experiences of relevant groups and individuals regarding shortcomings and defects in order to take measures to overcome the above-mentioned shortcomings and limitations.
Strengthen inspection and examination of the responsibilities of heads of departments, offices, units and localities in receiving citizens and handling complaints and denunciations. Strictly implement periodic citizen reception according to regulations.
Direct departments, offices, units and localities to thoroughly resolve unresolved cases; overcome the situation of suspending decisions on handling complaints that are not in accordance with regulations; rectify the work of handling complaints, denunciations, recommendations and reflections of citizens at departments, offices, units and localities.
