The Ministry of Health said that Article 15 of Decree 238/2025/ND-CP recently issued by the Government will bring practical benefits to millions of learners nationwide, reduce the financial burden on families and encourage the development of human resources for specific occupations that need to be supplemented.
There are 14 groups of subjects exempted from tuition fees, including those studying specialized majors that meet the requirements of socio-economic development, national defense and security according to the provisions of the Law on Higher Education. Notably, the new policy significantly expands the scope of exemptions and reductions at the undergraduate and postgraduate levels.
In particular, postgraduate students in the health sector such as master's, doctoral, level I specialist, level II specialist, boarding doctor specializing in psychiatry, pathology, forensic, forensic psychiatry, infectious diseases and emergency resuscitation at public educational institutions will be exempted from all tuition fees. In the same major group, students studying at private educational institutions are supported by the State for tuition fees.
In addition to the health sector, the decree also supports learners with special programs and projects issued by the Government to train high-quality human resources for priority areas. Current tuition exemption and reduction policies continue to apply to other priority groups such as people with disabilities, orphans with both parents, ethnic minorities in particularly difficult socio-economic areas, and students under the admission program.
From the 2025-2026 school year, students, pupils and their families do not need to submit applications for tuition exemption or reduction. The approval will be automatically implemented by exploiting and comparing data from the national population database and specialized systems. This method helps reduce procedures, save time, and ensure policies to the right subjects from the beginning of the school year.
The Government has assigned relevant ministries, branches and localities to prepare financial resources and necessary conditions for Decree 238/2025/ND-CP to soon come into life, bringing practical benefits to learners and their families.
