The People's Committee of Bac Ninh province has just held a thematic conference of the Provincial People's Committee in September 2025 to review and approve a number of important contents.
Reporting at the conference, the leader of the Department of Agriculture and Environment of Bac Ninh province said that the Gia Binh International Airport construction investment project is under the authority of the National Assembly to approve the investment policy, and the Government issued Resolution No. 03/2025/NQ-CP dated August 14, 2025 on specific mechanisms and policies.
The total land area expected to be recovered to implement the project is about 1,884.88 hectares.
This is a project that must move the entire community, affecting the entire life, economy, society, and cultural traditions of the community, so there needs to be a specific policy on compensation, support, and resettlement.
The Department of Agriculture and Environment of Bac Ninh province proposes 3 specific policies on compensation and resettlement support for the Gia Binh International Airport Construction Investment Project.
Support for households and individuals whose garden or pond land is recovered in the same plot of land with a house, in addition to being compensated according to the agricultural land price according to the land price list, is also supported with 30% of the residential land price according to the land price list of that plot of land or adjacent residential land for the area within the residential land allocation limit; support equal to 10% of the residential land price for the area outside the residential land allocation limit but not exceeding 600 m2 (the area greater than 600 m2 is not supported).
Support for housing rental during the waiting period for resettlement arrangements at 1.5 million VND/person/month; 3 million VND/month for households with one population; support period of 12 months from the time of handing over the relocation site.
Compensation for damages when the State reclaims land for aquatic animals that do not have a production process issued by competent authorities but cannot be moved at VND9,000/m2 (the area of aquaculture land is reclaimed).
Based on the opinions of the delegates, Chairman of the People's Committee of Bac Ninh province Vuong Quoc Tuan unanimously approved 3 specific policy contents in compensation for land acquisition at Gia Binh airport.
At the same time, it is recommended that specialized agencies urgently complete the draft policy and issue specific instructions to have a legal corridor for implementation.
From the experience of implementing the first phase of site clearance, the Chairman of the Provincial People's Committee requested that the policies issued for the revocation and site clearance of the second phase of the Gia Binh International Airport project with a larger scale need to be more specific and have more specific instructions in the spirit of bringing the greatest benefits to the people and within the framework of the law.
At the same time, research and advise on other specific support policies to speed up the site clearance progress for many other key projects in the province.
About 40 km from Hanoi, Gia Binh International Airport (Bac Ninh) started construction in December 2024 with a total area of nearly 1,900 hectares.
According to the plan, the airport will be basically completed and initially put into operation from the end of 2026 to serve the 2027 APEC Summit.
By 2050, the airport's capacity will reach about 50 million passengers/year and 2.5 million tons of cargo/year.
