According to the Ministry of Health, from now until December 31, 2024, medical examination and treatment facilities must approve medical examination and treatment prices in accordance with the authority prescribed by the Law on Medical Examination and Treatment.
Pursuant to Decree 73/2024/ND-CP, Circular 21/2024/TT-BYT on pricing methods for medical examination and treatment services of medical examination and treatment facilities under the Ministry of Health and Ministries/Sectors, the price plan dossier is developed according to the cost method: Maintain the price structure and issued norms, only adjust the salary factor from the basic salary of 1.8 million VND to the basic salary of 2.34 million VND.
Among the 15 hospitals whose prices have been approved by the Ministry of Health, there are 5 special-class hospitals and about 10 class I hospitals.
Localities are urgently implementing the approval of prices according to the salary level of 2.34 million VND for medical facilities in the area, not higher than the highest price of the corresponding service as prescribed by the Ministry of Health.
The competent authority approves the price on which date, the unit is allowed to collect the new price from that date.
Regarding the impact of the health insurance fund: Comparing the annual revenue and expenditure difference of the health insurance fund (cumulative balance in 2023), at the same time, the health insurance fund revenue increases due to the adjustment of the basic salary level, which is often earlier than the adjustment of medical examination and treatment service prices, so the health insurance fund is capable of balancing.
According to the Ministry of Health, regarding the impact on the people: Subjects participating in health insurance: The poor, ethnic minorities, and social policy subjects are 100% covered by health insurance, so they are not affected; Subjects with health insurance cards must pay a co-payment of 20% or 5%, so the co-payment does not increase much and they can afford it because their income is also increased according to the basic salary. Subjects without health insurance cards (about 8% of the population): Only the payment according to the price of medical examination and treatment services is affected.
Previously, the price of health insurance examination services at special and first-class hospitals was 42,100 VND, at second-class hospitals was 37,500 VND, at third-class hospitals was 33,200 VND, and at fourth-class hospitals and commune health stations was 30,100 VND.
The health insurance examination and treatment prices of some hospitals have been announced, for example, Bach Mai Hospital, Cho Ray Hospital, Agricultural General Hospital, and Central Dermatology Hospital have adjusted the examination price from 42,100 VND to 50,600 VND/visit.
The consultation fee to determine difficult cases (expert/case; only applicable to cases where experts from other units are invited to consult at the medical examination and treatment facility) remains at 200,000 VND/time.
Emergency resuscitation beds at special-class hospitals increased from VND509,400 to VND599,400/bed/day; type 1 beds from VND273,100 to VND327,100/visit/day.
The price of a bed day for intensive care unit (ICU)/organ transplant, bone marrow transplant, or stem cell transplant at a special-class hospital was previously VND867,500, but after adjustment it will be VND1,017,300.
