On May 6, the Ministry of Health issued a decision approving the Plan to implement the task of periodic health check-ups or free screening at least once a year for people.
Proactively detect diseases early, reduce the burden of disease and medical costs
The plan aims to ensure the full implementation of the viewpoints, goals, tasks and solutions related to periodic health check-ups or free screening at least once a year for people set out in Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo;
Clearly define specific tasks for Departments, Agencies, Units, and localities in organizing the implementation, inspection, supervision, and evaluation of the implementation of periodic health check-ups or free screenings at least once a year for people;
At the same time, ensuring intercommunication of periodic health check-up data with health check-up database; Information system on management of medical examination and treatment activities, National database on health, Data receiving portal belonging to the Health Insurance Appraisal Information System; ensuring unified establishment of integrated electronic health records on the VNeID application.
The general objective of the Plan is for people to have periodic health check-ups or free screenings at least once a year according to the roadmap and priority subjects to proactively detect, prevent and treat diseases early, reduce the burden of disease and medical costs; create a national health management database to manage health, ensuring that each citizen is protected, cared for and improved health comprehensively and continuously throughout their life cycle.
Request professional guidance, complete before December 31, 2027
The Ministry of Health assigned that in May, the Department of Medical Examination and Treatment Management complete the development of professional guidelines for periodic health check-ups for people.
The Department of Disease Prevention is responsible for coordinating the development of professional guidelines and organizing monitoring, examination, and supervision of free screening for target groups, to be completed before December 31, 2027.
Before May 30, the Departments of Health of provinces and cities complete the development of plans, organize periodic health check-ups or screening; establish electronic health records for local people to submit to the Provincial and City People's Committees for approval.
Departments of Health of provinces and cities coordinate with Departments of Education and Training and schools to develop and submit to the People's Committees of provinces and cities to issue plans and organize periodic health check-ups and free screening for people in the area; direct the organization of reviewing and compiling people's lists; direct the organization of periodic health check-ups or free screening for people under local management authority at health stations or medical examination and treatment facilities that have announced eligibility for health check-ups.
In case the commune-level health station does not meet the conditions for periodic health check-ups or screening according to regulations, the commune-level government or the Department of Health shall direct the establishment that has met the conditions for health check-ups in the area to proactively coordinate, provide professional support or choose the commune health station as a mobile health check-up location according to regulations to ensure convenience for people.
Medical examination and treatment facilities organize periodic health check-ups or free screenings. Group priority subjects and arrange examination schedules to ensure suitability, avoid overload and convenience for people;
Organize full examinations according to the professional guidance of the Ministry of Health to assess health status or classify health; early detection of disease risks and people with diseases by target group; prevention, treatment or transfer to appropriate medical examination and treatment facilities according to regulations.
Health check results will be integrated on VNeID
The Ministry of Health clearly stated that the examination results are summarized and electronic health records are made; interconnecting and sharing periodic health check-up data and specialized medical databases with the health insurance assessment information system; integrated on the VNeID application according to the guidance of the Ministry of Health and Vietnam Social Security;
At the same time, he emphasized the compliance with the provisions of law on health check-ups of the Law on Medical Examination and Treatment; the Law on Disease Prevention and guiding documents of the Law on Medical Examination and Treatment and the Law on Disease Prevention.
The Ministry of Health also clearly stated that the funding for periodic health check-ups or screening for people is implemented according to the Government's Decree detailing and guiding the implementation of a number of articles of the Law on Disease Prevention.
Units under the Ministry of Health are allocated funds from the annual budget estimate and other legal sources as prescribed.
