The Resolution emphasizes the promotion of private health care development, mobilizing and effectively using all social resources for health care. The solutions are proposed in line with Resolution 68-NQ/TW dated May 4, 2025 of the Politburo, from promoting the participation of the private economic sector to encouraging investment in high-quality health care services, disease prevention, scientific research, human resource training, production of drugs, vaccines, medical equipment, as well as inspection, testing and standards services.
Encourage and facilitate private investment activities and public-private cooperation in the health sector in accordance with the provisions of law. Prioritize the allocation of clean land funds and recovered land for projects, allowing flexible conversion of land use purposes to land for health; focus on site clearance, allocation of clean land for construction projects, and development of health care facilities. No land use fees, land rent, land tax reduction for domestic medical facilities.
Corporate income tax is not applied to public and private medical facilities operating not for profit. Priority is given to reserving surplus state agency headquarters after the arrangement for medical facilities; allowing the application of the form of leasing state-owned facilities to private medical facilities according to regulations. Strengthen inspection and supervision, do not let policies be taken advantage of, use wastefully, ineffectively, lose resources, and strictly handle violations.
Thus, in the near future, the policy of not collecting land use fees, reducing land rent, and land tax for domestic medical facilities will be applied.
According to Professor Nguyen Van De, Chairman of the Vietnam Private Hospital Association: Resolution 72 prioritizes clean land funds and allows flexible conversion to medical land, which is a big step forward, removing land bottlenecks that have lasted for decades. In the context of scarce urban land funds, this policy helps private hospitals access land easily, expand modern facilities, and reduce pressure on public health.
The mechanism of rapid site clearance is also a breakthrough, shortening implementation time, reducing investment costs, promoting projects to come into operation soon, reflecting the determination to improve the investment environment.
