Ms. Pham Thi Sen (born 1988), an official working at Khanh Son Regional Health Center, Khanh Hoa province, said that she has worked in mountainous areas for 15 years (from 2010 to present).
During her work, she always strived to complete her tasks, proactively improving her professional qualifications, especially in the field of Information Technology (IT).
However, some inadequacies in regimes and policies make her and many colleagues still concerned.
According to Ms. Sen, in 2010, after graduating from the regular College of Information Technology, she was recruited into the Khanh Son District Medical Center but was ranked in salary according to the Intermediate level because she did not clearly understand the regulations.
After 15 years of working, she has self-funded her studies at the University of Information Technology, but still receives salaries according to the Intermediate level, and has not been transferred to a higher level according to her actual professional qualifications.
While many professions have organized exams or considered promotion and promotion suitable for the job position and qualifications, the IT team has not received commensurate attention.
Regarding support policies, Ms. Sen said that Decree No. 179 dated July 1, 2025 of the Government stipulating the level of support for people working in charge of digital transformation, network information security, and network security has taken effect from August 15, 2025.
However, by March 2026, she and many colleagues had not yet benefited from this policy.
Ms. Sen proposed that competent authorities soon issue guidelines for organizing exams or considering promotion and rank promotion for IT officials with university degrees, similar to other majors.
In April 2026, Mr. Le Van Khoa - Director of the Department of Health of Khanh Hoa province signed a document responding to Ms. Sen's recommendations.
According to the leader of the Department of Health, in the past time, the organization of professional title promotion for civil servants has not been implemented because agencies and units have focused on arranging organizational structures, streamlining staff...
Therefore, the work of developing plans and organizing promotion cannot be implemented synchronously.
After the organizational structure is stable, the Department of Health will review the needs, job positions and advise competent authorities to organize promotion to professional titles of civil servants according to regulations.
Regarding the implementation of Decree No. 179, the Department has issued an official dispatch guiding units to review and compile a list of officials to hold full-time IT positions.
On February 6, 2026, the Department of Health sent an Official Dispatch to the Department of Science and Technology of Khanh Hoa province (including Ms. Pham Thi Sen, an official of the Khanh Son Regional Health Center at the request of the unit) to coordinate appraisal and submit to the Department of Home Affairs according to regulations.
After that, the Department of Health received an official letter from the Department of Science and Technology regarding the transfer of the list and dossiers requesting support according to Decree No. 179 to the Department of Home Affairs for appraisal.
Currently, the Department of Health is monitoring and waiting for the appraisal results of the Department of Home Affairs. After having the results, it will coordinate to implement according to regulations.
The Department of Health of Khanh Hoa province also hopes to receive sympathy and sharing from Ms. Sen regarding the objective difficulties in the past time.
