Speaking at the opening of the workshop, Director of the Press Department Luu Dinh Phuc said that the Press Law has been passed by the National Assembly. Currently, functional agencies are developing decrees, circulars and press development strategies to concretize the provisions of the law.
In which, the decree detailing the implementation of a number of articles of the Press Law is expected to be completed for promulgation in April, ensuring timely effectiveness at the same time as the Press Law takes effect from July 1, 2026.
The draft Decree consists of 8 chapters, 24 articles, detailing 17 contents of the 2025 Press Law. The draft content has updated the Party's guiding viewpoints, closely following the development reality of the press today.
At the workshop, representatives of press agencies contributed many practical opinions to complete the draft decree, focusing on creating favorable conditions for press development in the digital environment, as well as clarifying the responsibility of providing information and organizing press conferences of functional agencies.
One content that many leaders of press agencies contributed opinions at the workshop was the regulation on linkages in press activities in Article 20. The draft Decree stipulates linkages in press activities with regulations consistent with the 2016 Press Law related to the percentage of total broadcast time for linked programs.
In addition, the draft Decree also stipulates the conditions and capacity of linkage partners; forms of linkage implementation (through linkage contracts); regulations on the rights of linkage partners and responsibilities of press agencies in linkage activities.
Ms. Phan Thu Thuy - Deputy Editor-in-Chief of Lao Dong Newspaper - said that it is necessary to specifically stipulate the percentage in press activity linkage. Because currently there are journals that link publishing activities up to 90%.
In addition, Ms. Thuy contributed opinions on post-inspection regulations. This content relates to Clause c, Article 11, stipulating that electronic press agencies must implement the regime of storing the entire content of information posted, broadcast, and published on cyberspace within 03 months from the date of posting, broadcast, and publication on cyberspace to serve the inspection work of state management agencies.
According to the leader of Lao Dong Newspaper, for the specific nature of the operation of press agencies, to ensure the speed of information transmission, there are cases of applying the mechanism of posting first, post-inspection after. In which, post-inspection can take place within an hour from the time of posting. However, according to the Press Law, all posting and editing operations are traced, and editing can originate from many different causes, including simple errors such as spelling or minor information adjustments.
Therefore, Ms. Thuy proposed that there should be clearer regulations on the time and scope of post-inspection to be consistent with the reality of journalistic activities.
Meanwhile, representatives of Dan Viet Newspaper and People's Police Newspaper raised the issue of responsibility for answering the press, because the 30-day deadline is considered too long, not suitable for the current speed of information competition, especially when social networks update every second.
Therefore, representatives of press agencies proposed to shorten the response time to a maximum of 5-7 working days. This is to ensure that the press can provide accurate and timely information to readers, and at the same time clarify the responsibilities of management agencies and businesses in providing information in a transparent and equal manner.
Concluding the workshop, Mr. Luu Dinh Phuc said that the workshop recorded 16 comments related to many key contents in the draft. The opinions will be received and collected by the Organizing Committee to continue to improve the draft Decree, especially reinterpreting the articles of law for easy understanding and minimizing administrative procedures.
Through contributions, many contents have been exchanged and clarified, including issues of linkage, press fees and funding regulations; regulations on providing information to departments and branches and the request to remove violating information; the import press appraisal council, the issue of AI use and storage and backup time, conditions for revoking licenses related to tax debt and especially copyright.
