The Ha Tinh Department of Health has just developed a plan to reorganize and reorganize health care units in the area to send to the Department of Home Affairs for synthesis and submission to the Provincial People's Committee for consideration and decision.
In particular, it is proposed to merge the Provincial Cadre Health Care Protection Center into the Provincial General Hospital according to one of two options.
Option 1: Establish the Provincial Center for Health Care Protection of Cadres as a public service unit under the Provincial General Hospital; Option 2: Establish the Department of Health Care Protection of Cadres under the Provincial General Hospital.
Based on the above proposal, the Ha Tinh Department of Health believes that the current operation of the Center has some difficulties.
Human resources are still lacking and not synchronous, the current payroll is 6 people less than the assigned payroll (only 8/14); the quality of human resources is not uniform, currently mainly working part-time.
The newly established center has not attracted or recruited doctors with high professional qualifications to work.
Currently, there is no criteria for considering the Center's classification, so the Provincial People's Committee is temporarily ranking it as a III.
The center is an initial medical examination and treatment unit, leading to the transfer of treatment to the Central level for examination and treatment, which must be transferred to the Provincial General Hospital.
Regarding facilities, machinery, and equipment: The center is working at the old headquarters of the Provincial Cadre Health Care and Protection Board, the current headquarters is degraded.
Although medical equipment has been invested in, it has not met the initial needs for medical examination, treatment, and health care.
Regarding financial activities: Due to the change of operating model from Party agencies to public service units, there are still many difficulties in implementing documents, processes, and procedures in procurement and bidding; regular spending regimes, public asset management, financial autonomy, etc.
According to a survey of the organizational apparatus, there are currently 4 provinces and cities nationwide with the model of the Provincial Cadre Health Care and Protection Center, which is a public service unit under the Department of Health;
1 province has a model of the Provincial Center for Health Care and Protection of Cadres as a public service unit under the Provincial General Hospital; 29 provinces and cities have established the Department of Health Care and Protection of Cadres under the Provincial General Hospital.
Thus, currently, 30/34 provinces and cities have implemented the model of the Provincial Cadre Health Care Protection Center as a department of the Provincial Hospital or a public service unit under the Provincial Hospital.
When implementing the model as proposed by the Department of Health, it will be convenient: The provincial general hospital will have modern facilities, medical equipment, and a team of specialized doctors, helping to improve the quality of medical examination and treatment, and provide medical services to staff.
Taking advantage of 3 available resources at the Provincial General Hospital; Solving difficulties in human resources, medical equipment, coordinating medical examination and treatment; proactively in medical examination and treatment, providing medical services to staff.
