Implementing the decision of the An Giang Department of Health within the framework of the Foreign Hospital Emergency Project for the period 2025 - 2030 chaired by the Ministry of Health, on the morning of October 9, a launching ceremony for the Phu Quoc Special Forces Emergency Center & the Emergency Vehicle handover ceremony of Vingroup Corporation took place.
This is a pioneering step in the National Out-of-Hospital Emergency Key Project of the Ministry of Health in the period of 2025-2030, sponsored by Vingroup Corporation with 1,000 billion VND. The event also marked an important turning point affirming the determination to build a pioneering, safe and sustainable healthcare system for the community, which is a good preparation for important international events such as APEC 2027.

Ms. Nguyen Thi Minh Thuy - Vice Chairman of An Giang Provincial People's Committee - said: Based on practical needs, the launch of an out-of-hospital emergency facility and the handover of ambulances is an important step forward, contributing to the completion of a comprehensive emergency network, timely rescue in emergency situations, minimizing risks, improving life opportunities for patients, especially during the "golden hour" of medical emergencies.
This is not only a professional event, but also clearly demonstrates the province's determination to improve the quality of health services, protect people's health, towards the goal of "taking patients as the center", developing an increasingly modern, effective and humane health system.
Phu Quoc is one of the first 6 units in the country to pilot the out-of-hospital emergency model, chaired by the An Giang Department of Health, in coordination with the Vinmec health system and medical facilities in Phu Quoc special zone.
The Vice Chairman of the An Giang Provincial People's Committee suggested: "The Department of Health urgently put the out-of-hospital emergency facility into effective operation, train specialized human resources, ensure high professional expertise, sense of responsibility and professional ethics in performing out-of-hospital emergency tasks. Guiding and directing Phu Quoc Medical Center to closely coordinate with Vinmec Phu Quoc to ensure that the work of emergency care and patient transportation is smooth, timely and efficient, taking patients as the center of service".

From October 10, 2025, hotline 115 will be officially activated and put into operation. When people have emergency problems, they just need to call the number 115, the call will connect directly to the Operating Center. The vehicle will depart from the nearest station to quickly approach the scene, handle it promptly during "golden time" and increase the patient's chance of survival.
At the ceremony, Dr. Phung Nam Lam - Deputy General Director of Professional Affairs, and Head of the Emergency Resuscitation Subcommittee of Vinmec Health System - said: Vingroup always puts social responsibility and community health first. Accompanying the Ministry of Health in deploying an advanced emergency system in Phu Quoc not only improves the quality of health care for people and tourists, but is also a strategic step forward in building a network of international standard out-of-hospital emergency care in Vietnam.

"We believe that, with proper investment and a modern operating model, this system will contribute to reducing risks, improving the effectiveness of community health care and creating a solid foundation for healthcare to respond to emergency situations, natural disasters, and epidemics. This is a long-term commitment of Vingroup to spreading the spirit of humanity, social responsibility and community service, enjoying a safe, modern and sustainable Vietnamese healthcare ecosystem," Mr. Lam shared.
The total number of cars donated to the Out-of-Hospital Emergency Facility in Phu Quoc Special Zone is 10, within the framework of the launching ceremony at the event to hand over 8/10 cars and modern medical equipment to the Center. Each vehicle is equipped with modern machinery and equipment, waterproof, dustproof, shaking resistant vehicles, suitable for terrain conditions and island climate.
