On September 24, the People's Committee of An Giang province held a groundbreaking ceremony, launching 10 infrastructure projects to serve the 2027 APEC Conference and welcoming the 1st An Giang Provincial Party Congress, term 2025 - 2030. Deputy Prime Minister Nguyen Chi Dung attended and gave a speech.
Started construction of 7 projects including: Provincial Road DT.975, (section from DT 9.73 - Phu Quoc Airport - DT 9.75 - DT.973) with a length of 19.26km, width of 60m, investment capital of VND 2,500 billion. Cua Can water supply system, scale 7.5 million m3/month, total investment of 1,026 billion VND. Technical infrastructure in Duong Dong area, total investment of 550 billion VND. Technical infrastructure in An Thoi area, total investment of 420 billion VND. Digital transformation technical infrastructure and construction of Phu Quoc City Smart Monitoring and Operation Center, total investment of 500 billion VND. The embankment project, site clearance and construction of the APEC Conference Center and functional works (57ha), with a length of 2,251 m, and a total investment of 1,400 billion VND. The An Thoi resettlement area project, with a scale of 23.87 hectares, total investment of 1,632 billion VND.
Started 3 projects, Bai Bon Wastewater Treatment Area, with a capacity of 250 tons/day, total investment of 362 billion VND. An Thoi solid waste treatment plant, capacity 110 tons/day, total investment of 140 billion VND. Cua Can Clean Water Plant, capacity 49,500 m3/day, total investment of 556 billion VND..
Chairman of Phu Quoc Special Zone Tran Minh Khoa said that in the past time, the Party Committee and the special zone government have focused on directing and resolutely leading the site clearance work and actively mobilizing people to agree to ensure the handover of clean land to investors and projects. "We highly appreciate the sharing and support of the people and the people, and are also committed to continuing to completely resolve difficulties and problems to ensure the legitimate rights of the people in accordance with the provisions of law. We affirm that the special- zone government will always accompany investors and contractors throughout the implementation of works and projects," Mr. Tran Minh Khoa emphasized.
Speaking at the ceremony, Deputy Prime Minister Nguyen Chi Dung said that preparations for APEC Year 2027 were well implemented under the direct and comprehensive direction of the Party Central Committee, Politburo, Government and Prime Minister. Divided into three stages: 2025 is a comprehensive start, 2026 is a basic completion and 2027 is the focus of APEC Summit Week. The work of preparing facilities and upgrading infrastructure is a top priority.
With the groundbreaking and launching of 10 key infrastructure projects - in the system of more than 21 key infrastructure projects serving the APEC Conference - are modern and synchronous infrastructure projects, not only meeting the needs of the conference but also contributing to promoting the long-term development of the locality and the country. Infrastructure projects serving APEC 2027, in terms of transportation, water supply, and waste treatment, are invested to ensure connectivity, provide clean water and a good living environment for people and tourists. Projects on digital transformation and smart management are being implemented to improve management and operation efficiency.
The Deputy Prime Minister praised the proactiveness, responsibility, and drastic participation of ministries, branches, An Giang province today and Kien Giang province in focusing on solving and removing difficulties and obstacles in practice and speeding up the completion of administrative procedures for projects to start and launch today. In particular, it is noted, commended and thanked the people in the project implementation area for their agreement and support in the project implementation policy and site clearance work.
The Deputy Prime Minister requested central ministries and branches to strengthen inspection and supervision; proactively, continue to support and accompany the People's Committee of An Giang province to remove difficulties and obstacles in cases of actual arising.
Request An Giang province to regularly inspect and review the order and procedures for implementing packages, works and projects to ensure compliance with legal regulations. Proactively coordinate between agencies and units, resolve problems arising right at the grassroots level to speed up work progress.
Urgently complete the necessary investment procedures according to the provisions of the law on investment for the remaining projects, striving to start all projects in October 2025. Maintain security, order, social safety and political stability in the area, especially in the area where the projects pass through; do not delay progress, affecting the organization of the 2027 APEC Conference.
Pay attention to and care for people's lives, to resettlement work, support production stability, ensure livelihoods for people in new places, have new jobs equal to and better than the old places.
