24/24h emergency response, supporting lower-level medical facilities
Storm No. 3 is having complex and unpredictable developments with a wide range of impacts, causing heavy rain in many localities.
In order to proactively respond effectively, ensure uninterrupted medical examination and treatment, and organize timely and safe treatment for patients, the Department of Medical Examination and Treatment Management recommends that the Department of Health of the Northern and Central provinces and cities arrange leaders of the Department to be on duty to command 24/24h; direct and be responsible for monitoring and inspecting affiliated hospitals to prepare for emergency situations before, during and after the storm.
Announce the command hotline phone number to units and ensure communication throughout the 24/24 hours to promptly operate affiliated units ready to participate in rescue when mobilized; receive and process emergency information promptly.
Deploy a disaster response plan at the unit; ensure human resources, medicines, chemicals, medical equipment, and emergency means to be ready to support when required.
At the same time, direct hospitals in the management area to review facilities and medical equipment, especially areas at risk of flooding and landslides, to ensure hospital safety according to regulations and instructions of the Ministry of Health; coordinate with relevant agencies and units in the area to deploy storm prevention and control plans, ensuring timeliness and safety.
Prepare coordination plans with central hospitals in case of need, ensure timely and effective support.
On the side of hospitals and hospitals with beds under the Ministry of Health, general hospitals of provinces and cities, the Department of Medical Examination and Treatment Management requires preparation of human resources, mobilization of ambulances, equipment, medicine, and consumables for at least 2 mobile emergency teams ( notes the mobilization of mobilization numbers for emergency and injury care); mobile emergency teams have a decision to assign specific tasks with a contact list, on duty 24/24 hours, ready to rescue provinces affected by the storm when receiving a mobilization order.

For hospitals in areas forecast to be affected by the storm, the Department of Medical Examination and Treatment Management requires a plan to proactively evacuate patients, medical equipment, and medicine to solid areas that are likely to be affected by the storm; move seriously ill people, ventilators and other emergency vehicles to higher floors to avoid flooding; apply fixed measures, keep medical equipment, entrances, windows, etc. to avoid the storm's wind causing damage, causing casualties and secondary damage.

Supplement medicine, equipment, and means for direct or indirect emergency care of injuries caused by collapse, burial, and response to situations with many casualties.
At the same time, there are available plans, medicine, equipment, emergency vehicles and human resources to establish field emergency stations in areas with high terrain, avoiding flooding when necessary.
Mobilize all hospital staff to participate in providing emergency care in large numbers at hospitals and outpatients; classify victims to prioritize emergency care in emergency situations, and divert patients at risk of respiratory and digestive infections to avoid further infection in hospitals.
