On June 24, the People's Council of Soc Trang province passed a resolution on the policy of granting funding to solve difficulties for a number of public health service units ( self-sufficient in groups 2 and 3) in the province.

According to the Submission of the People's Committee of Soc Trang province, in recent times, the implementation of autonomy mechanisms at public health units has initially recorded positive results in improving the organization, developing services and meeting the needs of people's health care.
However, autonomous units in groups 2 and 3, especially district-level health centers, face many difficulties due to not being guaranteed funding from the state budget for preventive health activities, improving health, population health, and food safety. In addition, the impact of the COVID-19 epidemic in the period of 2021-2022 combined with the not being approved financial autonomy plan according to Decree 60/2021/ND-CP, has caused many units to lose revenue-spending balance.
In the period of 2018 - 2022, the implementation of the financial autonomy mechanism is regulated in Decree No. 85/2012/ND-CP and Decree No. 16/2015/ND-CP of the Government. When switching to determining the autonomy plan according to Decree No. 60/2021/ND-CP, the units re-evaluated the entire autonomy implementation process in the previous period. Although actual revenue and expenditure results show that autonomous units in group 2 do not reach 100% of the regular expenditure guarantee level, according to the provisions of Clause 5, Article 35 of Decree 60/2021/ND-CP, these units cannot adjust the classification of autonomy level to group 3 or group 4. Therefore, in 2023, these units will continue to be approved for autonomy in ensuring regular expenditure (Group 2), leading to many difficulties for units.
Therefore, the issuance of a Resolution on funding policy to solve difficulties for a number of public health service units ( autonomous groups 2 and 3) aims to support public health service units to completely handle difficulties in operating costs in the process of implementing financial autonomy mechanisms and the impact of the COVID-19 epidemic. Thereby helping units focus on work, successfully completing the task of protecting, caring for and improving the health of local people.
The total demand for additional funding to solve difficulties for autonomous public health units in the province is more than 67 billion VND. Of which, the 35% refund for salary reform is over 37.5 billion VND; the repayment of medicine, chemicals, medical supplies, etc. is over 29.8 billion VND.
