On April 22, Khanh Hoa Provincial People's Committee just issued a plan to implement tasks to create breakthroughs in the work of protecting, caring for and improving people's health in the area.
The plan sets a goal to fully and comprehensively identify the tasks, solutions and responsibilities of relevant agencies and units in the process of implementing the Resolution; ensuring timely, unified, and effective implementation, avoiding waste of resources.
At the same time, the assignment is implemented according to the "6 clear" principle: clear people, clear tasks, clear authority, clear responsibility, clear time, clear results, in order to soon bring policies into life.
In parallel with propaganda work, functional agencies will review and systematize legal documents related to the health sector under the authority of the People's Council and the Provincial People's Committee.
On that basis, promptly propose amendments, supplements, replacements or abolitions of regulations that are no longer appropriate, ensuring synchronization with the specific mechanisms of the Resolution. The review and recommendations will be summarized and reported to the Provincial People's Committee and the Ministry of Health according to regulations.
The Provincial People's Committee assigned the Department of Health to be the focal point for monitoring and summarizing the implementation situation; and at the same time proactively propose solutions to handle problems arising during the implementation process.
The Department of Agriculture and Environment is assigned to guide simplified procedures in land use purpose conversion, land allocation, and land lease for medium-term public investment projects in the health sector. The Department of Finance is responsible for ensuring funding for implementation in accordance with the law on budget, in accordance with the province's annual balancing capacity.
People's Committees of communes, wards, and special zones develop specific plans in localities, proactively allocate resources, and synchronously implement tasks to care for and improve people's health. The Vietnam Fatherland Front Committee of the province is requested to coordinate propaganda, mobilization, and create consensus among the people on new policies.
From the perspective of the people, Khanh Hoa's implementation of specific mechanisms and policies to improve the quality of healthcare has been welcomed with many positive expectations, but also accompanied by specific desires for practical effectiveness.
Mr. Duc Thao - a resident of Nam Nha Trang ward - assessed that in the context of increasing demand for medical examination and treatment, especially in densely populated areas and suburban areas, having more special mechanisms will help the health sector remove long-standing "bottlenecks" such as human resource shortages, hospital overload or prolonged investment procedures.
Many opinions expressed hope that new policies will contribute to improving the quality of public health services and reducing cost pressure for people.
