The Government has just issued Decree No. 192/2026/ND-CP stipulating a number of special allowances in the field of health and monthly support for village health workers, residential groups, and village midwives. The Decree takes effect from July 15, 2026.
According to the decree, the regimes applied include on-duty allowances, surgical - procedural allowances, epidemic prevention allowances and monthly support for grassroots health forces.
Many beneficiaries of policies
The subjects of application include officials and employees at public health facilities; medical forces in the army and police; people participating in forensic examination; members of civil defense steering committees participating in epidemic prevention; village and residential group health workers and village and hamlet midwives.
The highest duty allowance is 325,000 VND per session
Workers on duty 24/24 hours on working days are entitled to allowances from 70,000 VND to 325,000 VND/person/duty session, depending on the type and class of medical facility.
In which, the highest level of 325,000 VND/person/session applies to special-class, class I medical facilities and central forensic psychiatric institutes.
For grade II medical facilities, regional forensic psychiatric centers, Military Forensic Institutes or Forensic Examination Centers under the Institute of Criminal Science (Ministry of Public Security), the allowance level is 255,000 VND/person/session.
The remaining medical facilities, commune-level health stations, public out-of-hospital emergency facilities and some other specialized units are entitled to a level of 185,000 VND/person/session. Separately, nursing and care facilities for people with meritorious services and some public social assistance facilities are entitled to a level of 70,000 VND/person/session.
Workers on duty at departments or special areas are entitled to a level equal to 1.5 times the normal allowance level. If on duty on weekly holidays, the benefit level increases to 1.3 times; on duty on holidays and Tet, it is calculated as 1.8 times.
In addition, the person on duty 24/24 hours is also supported with meal money of 40,000 VND/person/duty session.
Increase surgical and procedural allowances
According to the decree, the main surgeon, the anesthesiologist or the chief anesthesiologist are entitled to allowances from 100,000 VND to 560,000 VND/person/surgery, depending on the type of surgery.
The surgical assistant or anesthesiologist receives from 60,000 VND to 400,000 VND/person/surgery; the assistant in surgery receives from 40,000 VND to 240,000 VND/person/surgery.
For procedures, the allowance is calculated at 30% of the surgical allowance of the same type.
People participating in epidemic prevention are entitled to allowances up to 420,000 VND/day
The Decree clearly stipulates the epidemic prevention allowance regime for forces directly involved in monitoring, epidemiological investigation, sampling, testing, patient treatment, outbreak handling, disinfection and other epidemic prevention and control activities.
For group A infectious diseases, the highest allowance is 420,000 VND/day/person for groups performing duties directly at the scene, isolation area or treatment facility. The remaining subjects are entitled to 280,000 VND/day/person.
The allowance level for group B infectious diseases is 280,000 VND/day/person and group C is 210,000 VND/day/person.
People on duty to fight the epidemic 24/24 hours are entitled to 280,000 VND/day on weekdays; the benefit level increases 1.3 times on weekly holidays and 1.8 times on holidays and Tet. At the same time, they are supported with meal money of 40,000 VND/person/day or each shift.
The Decree also stipulates that collaborators and volunteers mobilized to participate in epidemic control of group A will receive a bonus of 170,000 VND to 280,000 VND/day/person.
Monthly support for village and residential group health workers
In addition to professional allowances, the decree also stipulates the monthly support level for village and residential group health workers and village and hamlet midwives during their working time.
Accordingly, the support level is determined to be 0.5 times or 0.7 times the base salary.
The level of 0.7 times applies to employees working in villages with 350 or more households; villages and hamlets in difficult areas; or residential groups with 500 or more households.
The level of 0.5 times applies to the remaining villages, hamlets and residential groups.
The provincial-level People's Committee shall, based on actual conditions and local budget capacity, submit to the People's Council of the same level to decide the number of village health workers, residential groups, village and hamlet midwives, as well as the specific level of support, but not lower than the minimum level as prescribed.
