The Ministry of Health is proposing to adjust and increase the monthly allowance and support level for village and residential group health workers and village and hamlet midwives to ensure legitimate rights, recognize the important contributions of the grassroots health force, and at the same time create motivation for them to feel secure in sticking with the profession.
Minister of Health Dao Hong Lan has just chaired a meeting to review the progress of drafting a Decree stipulating a number of special allowance regimes in the field of health; monthly support for village and residential group health workers and village and hamlet midwives.
According to the draft, the Decree consists of 5 chapters and 10 articles, stipulating specific allowance regimes in the field of health such as: on-duty allowance, surgical - procedural allowance, epidemic prevention allowance; and at the same time stipulating monthly support regimes for village and residential group health workers and village and hamlet midwives.
Notably, in Chapter III - Article 7, the Ministry of Health proposes to adjust and increase the monthly support level for this grassroots health force. Specifically, during their working time, village and residential group health workers and village and hamlet midwives are entitled to the following support levels:
Equal to 0.7 times the base salary for employees at:
Villages with 350 households or more;
Villages and hamlets in difficult communes according to the Prime Minister's regulations;
Residential groups and neighborhoods have 500 or more households.
Equal to 0.5 times the base salary level for the remaining villages, hamlets, and residential groups.
Compared to current regulations (0.5 and 0.3 compared to the minimum wage), the new proposal shows a clearer concern of the State for the primary healthcare team in the community.
