Contractors still arrange sparse labor
Deputy Minister of Health Le Duc Luan has just chaired a meeting to implement Resolution No. 34/NQ-CP dated February 13, 2025 of the Government on mechanisms and solutions to handle difficulties and problems in the Investment Project to build the two facilities of Bach Mai Hospital and Viet Duc Friendship Hospital in Ha Nam.
Deputy Minister of Health Le Duc Luan said that he had just inspected the construction site of Viet Duc Hospital, showing that the contractor still arranged a few workers.
The Deputy Minister said that Resolution 34 of the Government has resolved the project's problems. He suggested that units closely follow plan No. 256 of the Ministry of Health to implement detailed work related to the project.
"The current implementation progress is quite slow and worrying. The Project Management Board requires contractors to arrange enough human resources to speed up the construction progress to ensure the progress in plan No. 256 of the Ministry of Health and strictly implement Resolution No. 34 of the Government.
The responsibility for implementing the construction list belongs to the Project Management Board and contractors. At the same time, clarify the responsibilities of investors and contractors if the progress is delayed" - Deputy Minister Le Duc Luan said, at the same time requesting the Project Management Board and the two beneficiaries - Bach Mai Hospital and Viet Duc Friendship Hospital to closely coordinate to speed up the project implementation progress.
Deputy Minister Le Duc Luan requested the Project Management Board to urgently organize a project management board, the contractor and the investor must also have an executive board at the two facilities to promptly resolve arising issues in practice. Along with that, every 2 weeks, the Medical Project Management Board must report to the Ministry of Health on the contents related to the project implementation progress.
Review and complete the list, configuration and unit price of medical equipment
A representative of the Medical Project Management Board said that the Project Management Board has continuously organized working sessions with contractors to implement procedures for reviewing and completing design and estimate documents; reviewing and completing quality management documents; reviewing and completing appendices related to contract adjustments; preparing necessary conditions to continue construction at the site.
The Project Management Board has also submitted to the Ministry of Construction for appraisal of the estimates of the mechanical and electrical items for the technical design phase. The Ministry of Construction has received the dossier and is conducting the appraisal of the estimates according to regulations.
The Board has also requested the general contractor's design consultant and the inspection unit to closely coordinate with the appraisal department at the Ministry of Construction to explain and supplement the dossier according to the request of the appraisal unit. At the same time, the Project Management Board is requesting the general contractor's consultant to closely coordinate with the appraisal unit to complete the appraisal of the remaining items of the 2 projects, preparing appraisal and approval procedures.

Regarding the review of the list, configuration, and unit price of medical equipment, the Project Management Board has coordinated with Bach Mai Hospital and Viet Duc Friendship Hospital to review and complete the list, configuration, and unit price of medical equipment according to the direction of the Ministry of Health. Currently, the two hospitals are preparing to report to the Ministry of Health and the Project Management Board on the list documents, configurations and unit prices.
Regarding the construction work at the site, the Investor has requested the general contractor for the construction of the project of facility 2 of Bach Mai Hospital and Viet Duc Friendship Hospital to develop a detailed construction plan at the site, ensuring completion according to plan No. 256...
