Handling illegal cosmetic facilities, advertising operating room rentals

HCMC - An illegal cosmetic facility hung a Hospital sign and advertised operating room rentals right in the center of District 1.

On October 17, the Ho Chi Minh City Department of Health said that it had coordinated with related units to inspect E-Star Cosmetic Hospital Company Limited (59 Nguyen Huu Cau, Tan Dinh Ward, District 1).

The company was granted a business registration certificate by the Department of Planning and Investment of Ho Chi Minh City with the business lines of general and specialized clinics, cosmetic clinics (tattooing, spraying, embroidering on the skin)... The Department of Health of Ho Chi Minh City has not yet granted a license to operate medical examination and treatment for this facility.

Upon inspection, the 9-storey building at this address has a signboard "E-Star Aesthetics Hospital Co., Ltd", operating from the 1st to the 4th floor.

The 2nd floor has 2 laser machines, 1 face-lifting machine, 2 Emscult slimming machines and a Jordi shape machine. On the 4th floor alone, there are 2 rooms, each room has 2 surgical lights and 2 surgical beds.

It is worth mentioning that when the delegation came to present the inspection decision, the company staff immediately dispersed the service registration forms that had been performed for customers before. Ms. L.C.D - Director of the company affirmed that the unit had not performed injections, injections, cosmetic surgery, and had not rented out the operating room.

When the inspection team contacted the customers by phone on the service registration forms, the customers said they had received services here on October 9 including facelift, facial thread lift, and chest injections. They did not know the full name of the person performing the procedure because they were wearing masks, and only knew the name of Dr. H.

At this point, Ms. L.C.D admitted that Mr. P.D.H was the one who performed the cosmetic services for the above customers at the facility. At the same time, she confirmed that the image of the person on the Facebook page advertising "5-star cosmetic facility for rent" was Mr. P.D.H.

The inspection team also discovered that on the Facebook page "E-Star Cosmetic Hospital" there was an advertisement for medical examination and treatment services with the following content: 8D endoscopic skin tightening technology to look 15 years younger, skin rejuvenation performed by cosmetic specialists, facial contouring, full skin tightening to hide hairline scars, little princess cosmetic surgery...

The Inspectorate of the Ho Chi Minh City Department of Health determined that this facility provided medical examination and treatment services without an operating license, so the facility's operations were suspended for 18 months.

In addition, the facility also advertised medical examination and treatment services without a license to operate medical examination and treatment. The Department of Health did not consider the application for a license to operate the Cosmetic Clinic of E-Star Cosmetic Hospital Company Limited at the above address.

The Health Department Inspectorate will continue to invite the Director of E-Star Cosmetic Hospital Company Limited to work, clarify the rental of operating rooms, practice at the facilities and strictly handle (if any) according to regulations.

Previously, through information reflected by the people, also at this address, the Health Department Inspectorate inspected the E-star Clinic Business Household, also owned by Ms. L.C.D, which was granted a business registration certificate by the People's Committee of District 1 with the business lines of sauna, massage and health improvement services.

The Health Department Inspectorate has issued two decisions on administrative sanctions, and information on administrative sanctions has been published. However, to date, the facility owner has not yet paid the fine, although the Health Department Inspectorate has reminded him to pay the fine three times.
