Specifically, this facility performs cosmetic intervention services such as eyelid surgery, eye bags rejuvenation using electrophoresis at facilities that are not specialized cosmetic hospitals, specialized cosmetic clinics or medical examination and treatment facilities licensed to perform corresponding specialties.

In addition, the facility also uses practitioners without practicing certificates for medical examination and treatment as prescribed.

For the above violations, Vinh Phu Ward People's Committee fined a total of 50 million VND for two administrative violations. In which, each act was fined 25 million VND.

In addition to the form of monetary penalty, the HT facility is also subject to an additional penalty form of suspension of operation for 4.5 months.

According to the file, the incident was discovered after the inspection process of the inter-sectoral delegation on non-public medical and pharmaceutical practice activities, cosmetics, medical equipment and other types of medical services in Vinh Phu ward in 2026.

Previously, as Lao Dong Newspaper reported, a beauty salon at 112B Tue Tinh street was once reported to have signs of luring and "pickling pockets" of customers. A female customer, after seeing an advertisement for armpit odor treatment priced at 499,000 VND on social networks, came to use the service but then had to spend nearly 62 million VND for many arising items.

Through inspection, functional agencies determined that this facility had not been licensed to operate medical examination and treatment but still arranged 9 service beds, showing signs of using equipment of unknown origin and many other violations. After the incident, Vinh Phu Ward People's Committee established an inter-sectoral inspection team to handle according to regulations.
