Just a few days after the Conclusion of the Politburo and the direction of General Secretary To Lam on the campaign to build 100 inter-level boarding schools in 100 land border communes, at the end of July 2025, Politburo member and Prime Minister Pham Minh Chinh chaired a meeting to implement. The result is an unprecedented policy - rapidly deploying the construction of 100 boarding schools at the beginning of the 2025-2026 school year and completing before the 2026-2027 school year.
