Da Nang City plans to spend about 740 billion VND to invest in building a solid and modern system of ethnic boarding and semi-boarding schools in 6 land border communes, in order to thoroughly resolve the situation of degraded facilities and create fair learning conditions for students in mountainous areas.
This is a proposal that the Department of Education and Training (DET) of Da Nang City has just made at the meeting of the Steering Committee for the implementation of Notice No. 81 of the Politburo (afternoon of July 30). This project is considered an urgent solution for education in A Vuong, Tay Giang, Hung Son communes (formerly Tay Giang district, Quang Nam province) and 3 communes of Dac Pring, La De, La Es (formerly Nam Giang district, Quang Nam province), which have just been merged into the administrative boundaries of Da Nang.
Currently, these communes have 20 schools at all levels, including 16 ethnic boarding schools and only 1 boarding school with 5,422 students, but most of them do not meet the minimum infrastructure standards. Ms. Le Thi Bich Thuan, Director of the Department of Education and Training of Da Nang, said: "Most schools lack learning support rooms and auxiliary blocks. Technical infrastructure and teaching equipment are still lacking". This situation became even more serious when the terrain was rough, the roads were steep, and landslides frequently during the rainy season, making it extremely difficult and dangerous for students to go to school. Many teachers have to carry students across the stream, while the degraded facilities always pose a potential risk of insecurity.
Faced with the above situation, the project will completely rebuild 4 schools in Hung Son, Tay Giang, La De, Dac Pring communes and rebuild 2 schools on old land in La E, A Vuong communes. Each school has an area of 6,700m2 to 15,000m2, meeting the boarding needs of 300 - 600 students. Phase 1 is expected to be implemented in the 2025-2026 school year in 3 communes of La E, Dac Pring and Hung Son with a budget of more than 400 billion VND.
The implementation process is facing many challenges such as prolonged bidding procedures, difficulties in finding land and especially the shortage of construction materials (land, stone, sand) on site. Mr. Bling Mia, Secretary of the Tay Giang Commune Party Committee, recommended that the city should have a special mechanism to solve these problems.
Mr. Nguyen Van Quang, Secretary of the Da Nang City Party Committee, emphasized that this is a major policy, contributing to raising people's knowledge and ensuring social security in border areas. He requested localities to urgently survey locations, prepare parallel procedures and propose specific mechanisms. In particular, new projects must be designed with the integrated function of providing storm shelter and evacuating people during natural disasters. The Secretary of the City Party Committee also called for mobilization of police, military and youth forces to participate in supporting working days to speed up progress and reduce investment costs.
