The decisive participation of the entire political system
Immediately after Resolution No. 57-NQ/TW was issued, ministries and sectors have implemented many programs and plans to quickly put the resolution into practice, including training programs to raise awareness of the importance of innovation and digital transformation in the current context. Ministries and sectors have also developed and issued policies to support businesses in researching, developing, and applying new technologies, and encouraging investment in science and technology fields.
For example, the Ministry of Information and Communications (MIC) held a conference to disseminate Resolution 57-NQ/TW on January 8, 2025. At this conference, Minister Nguyen Manh Hung clearly identified: The trio of "science, technology, innovation and digital transformation" is the decisive factor in the development of a country. In which, innovation plays a driving role, transforming knowledge and tools into ideas and solutions. Science and technology are the foundation, creating knowledge and tools. Digital transformation is the realization of ideas and solutions into products and services, creating economic value.
Minister Nguyen Manh Hung emphasized that this is the first time the trio of "science, technology, innovation and digital transformation" go together in a resolution.
On January 9, the Government issued Resolution No. 03/NQ-CP on the Action Program to implement Resolution 57-NQ/TW of the Politburo, with 7 specific tasks to realize the goal of making science and technology, innovation and national digital transformation the top important breakthrough.
Removing many bottlenecks, creating development breakthroughs
Deputy Minister of Science and Technology Bui The Duy assessed that the birth of Resolution 57 is a good sign not only for the science and technology community but also for all people and businesses. The Resolution is highly groundbreaking with actions focusing on removing bottlenecks and barriers that are hindering the development of science and technology, innovation and digital transformation.
The Resolution emphasizes that science and technology, innovation and digital transformation are profound and comprehensive revolutions in all fields. Revolution means fast speed, destructive nature, abandoning the old, creating new ways of doing things. An important guiding viewpoint in the Resolution is: Institutions, human resources, infrastructure, data and strategic technology are the core and central contents. Accordingly, institutions are a prerequisite, one step ahead, keeping up with and creating development, promoting innovation, eliminating the mindset of "if you can't manage, ban it". Resolution 57 emphasizes that management must keep up with development and must create.
Minister of Information and Communications Nguyen Manh Hung also emphasized the issue of "mastering technology" as pointed out in the Resolution. If we develop based on science and technology, digital transformation without mastering technology, it is very dangerous. To master strategic technology, we must attract talent, so the Resolution emphasized the need for special policies for talent. Talent is the core factor in every stage of development. There must be preferential policies to recruit talent to work in the state management sector, in enterprises, in institutes and universities.
Minister Nguyen Manh Hung said that, following the direction of the Central Government and the Government, the Ministry of Information and Communications and the Ministry of Science and Technology will merge. The new Ministry after the merger will be the core force to realize this extremely important Resolution.
