The investigation results of the Discipline Inspection Committee and the Supervision Committee under the Central Military Commission concluded that the two high-ranking generals had seriously violated political discipline, organized factions, abused their positions and powers for personal gain in the work of promoting cadres, received particularly large sums of bribes and many serious violations of integrity, work and living discipline.
The conference assessed that the actions of the two men were of a particularly serious nature, interspersed between political and economic issues, causing extremely bad effects on the prestige of the army. Therefore, the highest leadership agency decided to expel them from the Party, and at the same time transferred the entire case file to the Military Procuracy for investigation and prosecution according to legal regulations.
Senior Lieutenant General Zhang Youxia was born in 1950. He used to be a leader in the Beijing and Shenyang military regions before entering the Central Military Commission, directly in charge of logistics and military equipment agencies. He joined the Politburo in 2018 and is the First Vice Chairman of the Central Military Commission, holding the second most powerful personnel position in the military after Chinese President Xi Jinping.
Meanwhile, Senior Lieutenant General Liu Zhenli was born in 1964, was elected as a member of the Central Military Commission from 2022 and held the position of Chief of Staff of the Joint Chiefs of Staff from 2023. This is the highest command command headquarters of the Chinese army, directly responsible for combat strategy, training and combat readiness nationwide.
Previously, in January, the Chinese Ministry of National Defense said that the two men were being investigated on charges of "suspecting serious violations of discipline and law". By August, the Central Military Commission of China also officially stripped the military status of these two senior officers.
