On October 8, at a press conference in the middle of the 2025 fiscal year in Hanoi, Mr. Kobayashi Yosuke - Chief Representative of the Office of the Japan International Cooperation Agency (JICA) Vietnam - sent his condolences to the Vietnamese people affected by recent storms No. 9, No. 10 and No. 11.
He said that JICA is preparing to support the construction of infrastructure to help 8 northern mountainous provinces cope with climate change. Tuyen Quang, a province heavily affected by recent storms, is one of 8 provinces within the framework of the climate change response support project that JICA is implementing.
"We are coordinating with Vietnamese partners to soon implement the project, contributing to enhancing storm and flood response capacity and minimizing damage caused by natural disasters," said Mr. Kobayashi.
Previously, the first Sabo Dam in Vietnam built according to Japanese standards to help reduce the risk of flash floods was inaugurated in April this year in Son La. Sabo dams are often built upstream of rivers with large slopes and high flow speeds; helping to retain mud, rocks, and driftwood and prevent damage in downstream areas.
Regarding support to minimize damage caused by flooding in Hanoi after heavy rains, the Head Representative of JICA said that a recent outstanding result was the inauguration of Yen Xa Wastewater Treatment Plant - one of the largest wastewater treatment plants in Southeast Asia - in August.
JICA hopes that the drainage system and pipes around the To Lich River of the Yen Xa Wastewater Treatment Plant will contribute to minimizing damage caused by flooding in Hanoi.
Mr. Shinoda Takanobu - Deputy Representative of JICA in Vietnam - said that putting the Yen Xa Wastewater Treatment Plant into operation has helped Hanoi treat an additional 270,000 m3 of water per day. Last year, Binh Hung Wastewater Treatment Plant was also inaugurated, increasing the wastewater treatment capacity to 460,000 m3.

According to Mr. Shinoda, JICA will continue to support Vietnam in building new wastewater treatment plants and systems. In Ho Chi Minh City, JICA has received a proposal to implement a project on wastewater treatment for the city and is starting to conduct a survey. Two years ago, JICA supported the construction of a wastewater treatment plant in Hue, and now has another proposal to build similar plants in many other areas of the city.
Regarding the implementation progress, JICA representative said that whether projects in Ho Chi Minh City and Hue can be implemented quickly in the new fiscal year will depend on the coordination of Vietnamese agencies. JICA affirmed that it is always ready to cooperate to implement these projects.
"In the field of wastewater treatment, not only large cities but many other localities also have urgent needs. We will base on the proposal of the Vietnamese Government to support the construction and completion of these wastewater treatment systems, said Mr. Shinoda.
