Mr. Nguyen Trung Kien, Chairman of the State Committee for FDI (Ministry of Foreign Affairs) said that there are currently more than 6 million FDI in more than 130 countries and territories, of which about 600,000 people have university degrees or higher. Many intellectuals and experts are scientists and engineers in the fields of information technology, artificial intelligence, biotechnology, renewable energy, aerospace, etc. Many people hold key positions in corporations, research institutes, and international universities.
The NVNN Knowledge Network is growing stronger, with 10 innovation networks, more than 2,000 experts and over 30 professional and intellectual associations in many countries. Overseas Vietnamese actively cooperate with domestic research institutes, universities, and enterprises, participate in R&D, technology transfer, and creative startups, contributing to enhancing the position of Vietnam's science and technology.
Along with knowledge, overseas Vietnamese are also an important economic resource. The amount of bribes sent back to the country from 1993 to 2024 will reach more than 246 billion USD, equivalent to the total FDI disbursed in the same period. Vietnam has been in the group of 10 countries receiving the largest bribes in the world for many consecutive years. By the end of 2024, there were 442 investment projects of overseas Vietnamese with a total registered capital of 1.725 billion USD, focusing on processing, manufacturing, real estate, tourism, and services. The Vietnamese community also contributes to promoting the image, culture, cuisine, art and tourism of Vietnam, building the image of a friendly country rich in identity, facilitating political, economic and cultural cooperation. In particular, the tradition of "mutual love" has always been maintained by the people: During the COVID-19 pandemic, overseas Vietnamese donated more than 80 billion VND and medical supplies worth tens of millions of USD; in 2020, nearly 1 million USD was donated to support the Central region during floods; in 2024, more than 57 billion VND was donated to help people overcome super typhoon Yagi.
Policy and guidelines of the Party and State
Our Party and State always consider the Vietnam People's Army an inseparable part of the nation, an important resource. Documents such as Resolution 36-NQ/TW, Directive 45-CT/TW, Conclusion 12-KL/TW clearly define the long-term orientation, considering overseas Vietnamese work to have both emotional and strategic significance.
Recently, the Politburo issued four major resolutions (57, 59, 66, 68) considered the "four pillars of the ministry", creating a favorable corridor for overseas Vietnamese to participate more deeply in the development of the country. The National Assembly also passed many new laws such as the Law amending and supplementing the Law on Vietnamese nationality (2025), the Law on Science, Technology and Innovation (2025), the Land Law 2024, the Housing Law 2023, the Real Estate Business Law 2023... to protect the rights and encourage the attachment of overseas Vietnamese to their homeland. The State Committee for Enterprises has implemented many projects such as: "Mobilizing Enterprises to participate in developing Vietnamese distribution channels abroad" (2020-2024), "Vietnamese Language honoring day" (2023-2030), "Promoting enterprise resources to serve national development"...
arousing and spreading community strength
In the new context, promoting Native Citizen resources is both an objective requirement and a strategic task. The focus is on 3 key connections: Among overseas Vietnamese communities in countries; by profession, expertise; and direct connection with the country.
According to Mr. Nguyen Trung Kien, to realize it, it is necessary to synchronize 5 groups of solutions: Continue to improve legal policies; build digital connectivity infrastructure; diversify forms of connection, especially for the younger generation; strengthen cultural programs, internships, startups; and promote information and propaganda, spread success stories, fight against false information. In the process of integration and development, every Vietnamese person, no matter where they are, can accompany and join hands to continue writing the development story of the Fatherland, contributing to arousing and spreading the strength of Vietnam in the new era.
