The Russian Ministry for Economic Development announced on October 5 that it will launch a state funding program to support four newly merged Ukrainian territories to Russia, including the self-proclaimed Donetsk People's Republic and Lugansk region, Kherson region and Zaporizhzhia.
According to the Russian Ministry for Economic Development, the four newly merged territories have huge economic and industrial potential.
The statement emphasized the plan to pass a federal law on the establishment of a common free economic zone for four newly added territories. This economic zone will facilitate investors, with preferentialties on tariffs and non- tariffs. The policy here will be similar to the incentives implemented in the Crimea and Sevastopol free trade zones.
The increase in indicators nationwide for new territories joining the Russian Federation will ensure the increase in key industries such as the metals industry (up 20%), coal industry (up 6%), grain production (over 10%), and the sun (over 20%) - Deputy Minister of Economic Development of Russia Sergey Nazarov said.
He pointed out that the total regional output of the newly merged territories will reach 3 trillion rubles ($50 billion) within five years.
According to him, special provisions may include a 10-year exemption from federal income tax and a regional budget payment of no more than 13.5%.
On the morning of October 5, Russian President Vladimir Putin signed four treaties to merge new territories from Ukraine into law.
