The move is part of a large-scale European Union (EU) effort to use profits from frozen Russian assets - mainly government bonds issued by the EU, the US and the UK, which are deposited in Brussels - to provide military support to Ukraine. Moscow called the seizure of property a "theft".
According to the Finnish Ministry of Defense, the NATO country has reached an agreement with the European Commission to transfer money through the European Peace Facility ( EPF).
Under the deal, Finland will supply the 90 million euro (US$101 million) ammunition, manufactured by domestic companies. The Finnish government also said that this support package would not only help Ukraine but also boost the domestic defense industry.
In March 2025, Helsinki announced the 28th military aid package for Kiev, worth about 225 million USD.
Since the Russia-Ukraine conflict escalated in February 2022, Western countries have frozen a total of about $300 billion in Russian state assets. Of which, depositors Euroclear in Belgium alone are holding about 213 billion USD.
These frozen assets have generated billions of dollars in profits. In July 2024 alone, Euroclear transferred 1.63 billion USD in profits to Kiev.
Russia has condemned the freezing of assets and warned that retaliatory measures could be taken against Western investments. Moscow has repeatedly stated that the Western weapons supplies to Ukraine only prolong the conflict and increase security risks in the region.
According to the Kiel Institute, as of February 2025, Ukraine has received more than $363 billion in aid from NATO.
However, a recent report from the European Observatory warned that a large amount of Western weapons poured into Ukraine could become a major supply source for the black market in Europe after the conflict ends.
The report said that weapons - including heavy weight - are being stored across Ukraine. When the martial law is lifted and state control is reduced, the risk of criminal organizations taking advantage of this source of weapons to develop activities is very high.
