According to the White Book, the Chinese government issued this document to clarify China-US economic and trade relations, and at the same time clarify China's stance on related issues.
Since the start of the trade conflict in 2018, the US has imposed tariffs on Chinese exports worth more than $500 billion and has continuously implemented policies to curb China.
The US has recently imposed comprehensive additional tariffs on Chinese products, including an "excussion" tax on the fentanyl issue or "counterpart tax" and an additional 50% on current tariffs.
The white book emphasizes that these measures go against the principles of a market economy and multilateralism and will have serious consequences for China-US economic and trade relations.
China has taken strong countermeasures to protect national interests and remains committed to resolving disputes through dialogue and consultation, with several consultations with the US side to stabilize bilateral economic and trade relations, according to the White Book.
The white paper said that the Chinese side always affirms that China-US economic and trade relations are beneficial to both sides.
As two major countries in different stages of development with separate economic systems, China and the US have differences and conflicts in economic and trade cooperation, which is natural. According to the White Book, it is important to respect each other's core interests and core concerns, while finding appropriate solutions to address issues through dialogue and consultation.
On the same day, April 9, answering a media question about the new 104% US tax rate on China, Chinese Foreign Ministry spokesman Lam Kien said: "We will continue to take drastic and strong measures to protect our legitimate rights and interests."
For its part, the Chinese Ministry of Commerce stated: With steadfast will and abundant potential, China will resolutely implement countermeasures and fight to the end if the US continues to escalate economic and trade restrictions.
"I would like to emphasize that neither side has won a trade war and China does not want a trade war, but the Chinese government will not sit still when the legitimate rights of the people are damaged and deprived," the representative of the Chinese Ministry of Commerce affirmed.
Noting that the successes of China and the US are an opportunity, not a threat to each other, the Chinese Ministry of Commerce said the Chinese government hopes that the US will immediately lift unilateral tariffs and cooperate with China to enhance dialogue, manage disagreements and promote cooperation.
