The Hainan Provincial Disaster Prevention, Mitigation and Relief Committee (China) said that as of the evening of September 13, this locality had safely evacuated 31,564 people from dangerous areas due to prolonged heavy rain.
From the morning of September 11th to the afternoon of September 13th, rainfall measured in 24 towns in 6 cities and districts in Hainan province exceeded the 300mm mark. In which, Truong Phong town in Van Ninh city recorded the highest rainfall of up to 452.1mm.
Faced with complicated flood developments, Hainan province raised the level of emergency response for flood prevention to level II at noon on September 13. By the evening of the same day, Van Ninh city officially activated level I response - the highest level in China's 4-level emergency response system; 5 neighboring localities maintained level II response.
Local authorities affected have simultaneously requested schools to temporarily close, blockade and regulate traffic on key routes, and at the same time temporarily stop welcoming tourists at a series of tourist attractions. Rescue forces and drainage pump equipment have been strengthened at flooded hotspots.
Previously, the Ministry of Irrigation and the China Meteorological Administration issued a green warning about flash floods in southeastern Hainan, combined with a yellow warning about the risk of landslides. Local authorities are continuing to closely monitor reservoir water levels, deploy urban flood prevention plans and prevent the risk of landslides when heavy rain is forecast to continue.
