The resolution proposed by Middle Eastern Bahrain received 11 votes in favor out of 15 members, 2 votes against from China and Russia, and 2 abstentions. Due to being vetoed by the standing committee, the document was not approved.
US Ambassador to the United Nations, Mr. Mike Waltz, criticized this move as "a new low", saying that Iran's blockade of the Strait of Hormuz is hindering humanitarian aid to crisis areas. He called on "responsible" countries to join the US to ensure that this shipping route is always open to trade and freight transport.
Meanwhile, China and Russia affirmed that the draft resolution is unbalanced. The Chinese Ambassador to the United Nations said that passing the document in the context of President Donald Trump's serious warning to Iran would send a false message. Russian representatives also said that the two countries are proposing an alternative resolution, calling for de-escalation and returning to the diplomatic path.
The Chinese Foreign Ministry spokesman emphasized that the Security Council needs to focus on de-escalating tensions and promoting dialogue, instead of escalating conflict. The Iranian Ambassador to the United Nations welcomed the decisions of China and Russia, saying that this action has prevented the legitimization of military actions.
The rejected resolution removed contents allowing the use of force, instead only encouraging countries to coordinate defense measures to ensure maritime safety, including escorting commercial ships and preventing acts of obstructing traffic through the Strait of Hormuz.
In the context of conflict lasting more than 5 weeks after attacks by the US and Israel on Iran, the Hormuz Strait - the route that transports about 20% of global oil and liquefied gas supplies - is almost closed, causing oil prices to rise sharply.
