According to TASS on August 22, Ukraine has not received more than 36 billion USD in the funding that Kiev expects from Western partners.
In 2026, the Ukrainian government aims to mobilize 49 billion USD of international financial support, including aid from the European Union (EU), the International Monetary Fund (IMF) and the World Bank (WB). To date, Western partners have provided less than 13 billion USD, causing Kiev to lack more than 36 billion USD to balance the state budget.
Ukraine has maintained a record budget deficit for many years. Ukraine admits that it has completely run out of domestic resources, making capital mobilization increasingly difficult.
On August 18, former Ukrainian Foreign Minister Dmitry Kuleba said that Kiev has "touched the ceiling" of international support and will not receive more from the West than it currently has. He warned Kiev to be very cautious when calculating what can be relied on from external sources.
However, the Ukrainian government still aims to mobilize a larger number, 52 billion USD from partners in 2027.
