On August 17 (Kiev time), TASS news agency reported that a draft program of activities of the Ukrainian Government has been submitted to the Ukrainian Parliament. According to documents accessed by TASS, the Ukrainian Government aims to mobilize about 101 billion USD of financial support from partners in 2 years 2026-2027.
Ukraine is expected to receive about 49 billion USD in 2026 and 52 billion USD in 2027. One of the government's goals is to ensure international financial resources for the state budget, especially from the European Union (EU), the International Monetary Fund (IMF), the World Bank (WB) and other partners.
Ukraine has maintained a record budget deficit for many years. Kiev admits that domestic resources have been used up, while finding additional financial resources is increasingly difficult.
Another goal mentioned in the program is to attract, develop and maintain human resources to serve the army.
The Ukrainian government plans to strengthen the recruitment system for the armed forces, including measures to mobilize and improve the registration of military personnel. The government aims to bring the Ukrainian armed forces to 100% of their payroll by 2027.
The program also sets out a plan to prepare people to participate in military service through the national resistance system. According to the set target, the number of people trained at national resistance training centers will reach 60,000 people per year by 2027.
In addition, the Ukrainian government wants to secure at least 69.5 billion USD in loans from the EU to purchase weapons and military equipment.
The draft program is 76 pages long, including nearly 90 operating objectives in many fields.
According to Ukrainian MP Yaroslav Zheleznyak, if the Ukrainian Parliament passes the program, the Parliament will not be able to vote no confidence to dismiss the government within 1 year, according to legal regulations.
Mr. Zheleznyak said that if approved, this will be the first government program approved by the Ukrainian Parliament since 2019.
The draft is currently submitted to the National Assembly for consideration and is not yet an official approved program.
