EU sets new reform conditions before pouring nearly 9.6 billion USD into Ukraine

The EU approved a new aid package worth nearly 9.6 billion USD for Ukraine, along with reform conditions before disbursement.

On July 30 (local time), the Council of the European Union (EU) announced that it would supplement a support package worth 8.3 billion euros (about 9.6 billion USD) for Ukraine in 2026, and at the same time approved a series of reform conditions that Kiev must complete before the money is disbursed.

According to TASS news agency, the EU Council has approved a decision to amend the Mechanism of Support for Ukraine and the Ukraine Plan - a framework that stipulates the reform goals that Kiev must implement to access financial support from the bloc.

The EU Council's statement said that the amendment of the plan aims to add 8.3 billion euros (about 9.6 billion USD) for 2026. The support will be disbursed in stages and will only be transferred to Ukraine after the country completes its reform commitments.

According to Brussels, the Ukraine Plan is a roadmap including many important reforms to help Kiev strengthen institutions, modernize the economy and meet EU standards in the integration process.

Among the new requirements, the EU emphasized that Ukraine needs to continue to promote rule of law reform, strengthen corruption prevention and control, improve transparency in state management and implement further reform steps according to the agreed roadmap. These are considered key conditions to ensure that support from the EU budget is used for the right purpose and achieves efficiency.

Linking financial support with reform requirements is an approach that the EU has applied for many years to Ukraine. Brussels believes that the reform process not only helps improve Kiev's governance capacity but also lays the foundation for the goal of joining the EU in the future.

The EU is currently one of Ukraine's largest donors since the outbreak of the conflict with Russia. Through the Ukraine Support Mechanism, the bloc has pledged to provide long-term financial resources to help Kiev maintain the operation of the state apparatus, restore the economy and implement reform programs.

With the new decision, Ukraine has the opportunity to access nearly 9.6 billion USD in 2026. However, disbursement will depend on the progress of implementing the reform commitments that the EU has set out.
