The project is invested by the Project Management Board for Investment and Construction of Civil and Industrial Works, focusing on overall renovation of many seriously degraded items. In which, stand B has had to stop operating since 2023; the functional room system, athlete dormitory and toilet area are no longer meeting usage requirements.

According to the design, the project belongs to level II, including the new construction of stands B, C1 and D1. Stand B is built with one basement, three above-ground floors and two stand floors, total area of more than 20,300 m3, arranged with nearly 9,800 seats. Existing stands such as A (4,268 seats), C (1,894 seats) and D (1,805 seats) are also synchronously renovated. In parallel with upgrading the stands, the project will replace the entire football field and athletics track grass according to international standards; renovate the gate, fence, and landscape system; and at the same time, upgrade technical systems such as electricity, lighting, water supply and drainage, fire prevention and fighting, and smart light electrical infrastructure.

The total investment of the project is nearly 320 billion VND from the state budget. During the construction period, the matches of Ho Chi Minh City clubs in the V.League and First Division will temporarily be moved to play at Binh Duong Stadium.
