The tournament is for 8 men's teams and 8 young women's teams of 16 teams participating in the 2025 National Championship. The tournament regulations allow each men's team to add two players under 23 years old and each women's team to add two players under 22 years old.
In addition, each team is allowed to transfer a maximum of two domestic players, according to the Regulations on athlete transfer issued by the Vietnam Volleyball Federation.
