The Ministry of Industry and Trade has reported on the process of building and issuing Circular No. 50/2025/TT-BCT dated November 7, 2025, stipulating the roadmap for applying the blending ratio of biofuels with traditional fuels in Vietnam.
Immediately after Circular 50 was issued, the Ministry of Industry and Trade coordinated with relevant ministries, branches, localities, businesses, and industry associations... to immediately implement the contents of the Circular such as: Preparing the supply of mineral gasoline, E10; preparing the infrastructure for storing and mixing E10; upgrading and preparing the distribution infrastructure of E10 gasoline to consumers....
Using biofuels and bio-gasoline is a correct policy of the Government, implemented since 2012 by Decision No. 53/2012/QD-TTg of the Prime Minister, in the context of orienting the development of a green, low-carbon economy, reducing dependence on fossil fuels for sustainable development and contributing to stabilizing and ensuring national energy security, increasing the use of biofuels and bio-gasoline is very necessary.
According to Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan, the use of E10 gasoline helps reduce greenhouse gas emissions, protect the environment, and reduce dependence on fossil fuels that are increasingly depleted through the exploitation process. "According to international experience, currently more than 60 countries have used E10 gasoline, even E15 and higher" - the Deputy Minister said.
Deputy Minister Tan also said that through conducting inspections as well as collecting opinions and assessments from manufacturers and automobile and motorcycle associations, most types of vehicles are suitable for using E10 gasoline.
Regarding the quality of gasoline and oil, especially E10 gasoline, the Deputy Minister said that it is necessary to pay attention to a number of indicators. First, base gasoline blended with ethanol; second, blending proportion to ensure compliance with standards and regulations issued by the Ministry of Science and Technology; third, inspection and control at blending facilities as well as retail gasoline and oil stores.
Along with that, it is necessary to regularly receive feedback and recommendations from production facilities as well as consumers to promptly handle and strictly handle cases of quality violations with functional forces.
According to the Deputy Minister, on that basis, the Ministry of Industry and Trade has provided more information and especially with the participation and support of experts to analyze and evaluate the impact as well as the effectiveness of the product. "In addition, we will continue to develop more complete user manuals in the coming time," the Deputy Minister said.
In the document of the Vietnam Automobile Manufacturers Association (VAMA), VAM and the Vietnam Register as well as manufacturers and assemblers of automobiles and motorbikes all affirmed that most cars and motorbikes circulating in Vietnam can use E10 gasoline (except for a light truck line manufactured from 1996 - 2023 that stopped production and some motorbikes).
Regarding this information, Deputy Minister Nguyen Sinh Nhat Tan said that to ensure that all types of vehicles have fuel to use, avoiding any risks (even very small) of vehicles that are too old and incompatible with E10, the Ministry of Industry and Trade has decided to still maintain E5RON92 gasoline as stipulated in Circular 50.
