According to information on July 17 from the Domestic Market Management and Development Department, implementing the Prime Minister's direction on launching a peak period of fighting against smuggling, trade fraud, counterfeit goods, and intellectual property infringement, the Hung Yen Market Management force has actively deployed inspections, detections, and handling a series of serious violations.
One of them was the case at H.V Investment, Trade and Service Company Limited, located in An Thi district and Yen My district, Hung Yen province (former name of the merged).
On May 19, 2025, the Investigation Police Agency of Hung Yen Provincial Police issued a document transferring all records and exhibits related to H.V Company to the Market Management Department of Hung Yen Province for handling according to regulations. On this basis, the Mobile Market Management Team has promptly received and organized verification to clarify the violation, collected documents and evidence to serve administrative handling.
Through investigation, the authorities determined that Mr. L.N.T - Director of H.V Company used knowledge and mixing formulas to organize the production of a series of cleaning products with famous brands such as D-nee, Hygiene and Tauau but were not genuine products.
To legalize fake products, Mr. T bought real product samples to research ingredients, designs, and labels and then processed them with chemicals and flavorings at his own workshop. Packaging, bag shells, cardboard boxes and labels are all printed with the original model to deceive consumers.
The amount of evidence seized at the scene was huge, including hundreds of cans of dishwashing water, laundry detergent, fabric rinse water and thousands of packaging shells and labels of D-nee and Tauau brands. All of these goods are packaged, have fake stamps, and have foreign information printed, with codes similar to real goods on the market.
After completing the verification, on June 16, 2025, the Captain of the Mobile Market Management Team submitted a proposal to handle the case beyond his authority to the Market Management Department of Hung Yen province. A day later, the Department continued to submit a document to the Chairman of the Provincial People's Committee requesting a decision on sanctions.
On June 19, 2025, the People's Committee of Hung Yen province officially issued Decision No. 1374/QD-XPHC on administrative sanctions, fining HV Company VND 180 million for the act of manufacturing counterfeit goods and packaging goods.
At the same time, all exhibits must be destroyed according to the provisions of Point a, Clause 4, Article 12 of Decree 98/2020/ND-CP, amended in Decree 17/2022/ND-CP.
On June 20, 2025, the Mobile Market Management Team implemented the penalty decision, invited Mr. L.N.T to work and directly handed over the decision, requiring him to destroy all violating exhibits.
Previously, on May 17, 2024, Team 3 - Economic Police Department of Hung Yen Provincial Police coordinated with Market Management Team No. 5 (now Mobile Market Management Team) to conduct a surprise inspection of the production warehouse and container of H.V Company. Here, the authorities discovered that the company was organizing large-scale production of counterfeit goods, including laundry detergent, fabric softener, and dishwashing liquid with the brands D-nee, Hygiene and Tauau. A series of machines, chemicals, labels, and packaging coils for leveling, processing, and packaging are all sealed and temporarily detained.
Based on the initial investigation results, it was found that the case had signs of criminality, the case file and all the evidence were transferred to the Investigation Police Agency of Hung Yen Provincial Police. On September 24, 2024, the investigation agency issued a decision to prosecute a criminal case for the act of "Propaganda Production" under Clause 3, Article 192 of the Penal Code, and at the same time prosecuted Mr. L.N.T - Director of HV Company and Mr. N.V.L (born in 1993, residing in Hai Duong province), applying preventive measures: Prohibition from leaving the place of residence.
However, due to the lack of basis for criminal prosecution, on May 19, 2025, the Investigation Police Agency issued a document requesting the Market Management Department of Hung Yen province to receive the dossier and handle it in the direction of administrative violations. The decision to fine 180 million VND and the measure of destroying all exhibits is the next step in the process of handling the case strictly and in accordance with regulations.
