On July 14, Politburo member and Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee on a number of contents to prepare for the Government meeting on law-making in July 2025.
The meeting discussed the draft Law on Drug Prevention and Control (amended) developed by the Ministry of Public Security; the draft Law on E-commerce developed by the Ministry of Industry and Trade.
The meeting also gave opinions on the financial mechanism for the project proposal "Supporting infrastructure and techniques for high-quality, low-emission rice in the Mekong Delta" using loans from the World Bank.
Giving opinions so that the competent authorities can continue to complete the documents and report to competent authorities, with the draft Law on Drug Prevention and Control (amended), the Prime Minister emphasized the need to identify prevention as basic, strategic, long-term, decisive, and mobilize the entire political system to participate.
According to the Prime Minister, the important thing is to limit, prevent, prevent early and from afar, especially pay attention from the grassroots and in schools, resolutely eliminate school drugs, create a drug-free environment for students, students, and the young generation.
With the draft Law on E-commerce, the Prime Minister stated that e-commerce is developing very quickly, creating great convenience for people and businesses, and at the same time, setting up management requirements, requiring new thinking.
The head of the Government believes that it is necessary to thoroughly grasp, concretize and fully institutionalize the new policy of the Party on digital transformation; remove current difficulties and obstacles, both encourage and create development, promote the digital economy, digital government, digital society, digital citizens.
At the same time, it also designed tools for management, inspection, and supervision, including goods quality management, tax management, limiting the negative aspects of e-commerce, preventing and combating smuggling, fraud, trade fraud, counterfeit goods, and counterfeit goods.
With the draft law dossier in general, the Prime Minister requested that it is necessary to ensure clarification of the contents of the removal, the contents of amendments and improvements, the contents of supplements, the contents of cutting and simplifying administrative procedures, the contents of decentralization and delegation of authority, issues with different opinions and other issues that need to be reported.
The Prime Minister emphasized that the construction and completion of institutions and laws need to promptly fully institutionalize the Party's guidelines and policies and the State's policies.
Promote decentralization and delegation of authority along with resource allocation, improve implementation capacity for subordinates and strengthen inspection and supervision; strongly shift from "ckspecting" to "posthumous inspection"; further promote administrative reform, reduce procedures, reduce inconvenience, time and compliance costs for people and businesses.
The law needs to be regulated in a framework and principle direction, only regulating issues under the authority of the National Assembly; assigning the Government to specify specific issues in detail, ensuring flexibility, suitability with practical conditions and rapid changes and development of society.
The spirit of "What is ripe is clear, proven to be true in practice, implemented effectively, and supported by the majority" is legalized and applied in practice; issues that are still fluctuating and complicated must continue to be studied, perfected, and gradually expanded, not in a hurry.
