On September 29, the Government Office announced that Prime Minister Pham Minh Chinh had just signed and issued Official Dispatch No. 175/CD-TTg on focusing on responding to and overcoming the consequences of storm No. 10 and floods after the storm.
According to the dispatch, storm No. 10 directly affected the provinces from Thanh Hoa to Hue, causing strong winds of level 8, level 9, gusting to level 10-13, many places had heavy rain on September 27 and 28, especially in Quang Tri, Hue, Da Nang and the western area of Thanh Hoa.
Storms and floods have left at least 5 people dead and missing, including 2 cases of being swept away by water, many houses in Hue had their roofs blown off, and were severely damaged by thunderstorms.
The storm will continue to cause strong winds in coastal provinces, the circulation of storm No. 10 will continue to cause heavy rain from now until the end of September 30 in the North Central and Northern regions, especially from Thanh Hoa to Hue and the provinces of Phu Tho, Son La, Lao Cai, ... there is a very high risk of flooding in low-lying areas, along rivers, streams, coastal areas, especially the risk of flash floods, landslides in mountainous and midland areas of the North and North Central regions.
The Prime Minister requested the Secretaries and Chairmen of the People's Committees of provinces and cities affected by the storm to direct local authorities to strictly control the situation in areas affected by storms and floods, not allowing people to evacuate to their homes if safety has not been ensured.
Based on the specific situation in each area to decide and have a maximum support plan to be able to bring people in the evacuation area back to their homes in areas that have been ensured safety.
Continue to drastically implement measures to respond to floods after storms, especially flash floods, landslides and dam safety.
thoroughly evacuate and relocate residents in dangerous areas, especially those that are often deeply flooded during heavy rains and floods, areas at risk of flash floods, landslides, areas with fast-flowing water along rivers and streams; ensure essential needs for people in evacuation areas, not let people lack food, food, drinking water, clothes, etc.
Propagate and advise people to limit travel during heavy floods; arrange forces to block, guide, and support people to participate in safe traffic, not allowing people to move through if safety is not guaranteed, especially through spillways, areas with deep flooding, fast-flowing water, landslides or at risk of landslides.
Assign leaders to be on duty 24/24 hours and direct flood response work in key areas, especially villages and hamlets at risk of being isolated due to floods and landslides.
Prepare forces, vehicles, and equipment in key vulnerable areas at risk of being cut off (to each village and hamlet) to promptly approach and deploy rescue as soon as there are bad situations...
The Ministers of the Ministries of National Defense and Public Security directed the military and police forces stationed in the area to proactively deploy forces, vehicles, and equipment to support people in responding to and quickly overcoming the consequences of storms and floods, especially the recommendations of the locality.
The Minister of Industry and Trade directed the Vietnam Electricity Group and related units to focus on implementing measures to ensure the safety of hydroelectric dams; immediately fix the power grid system that has been damaged after storms and floods.
