On September 28, the Government Office announced that Prime Minister Pham Minh Chinh had just signed and issued Official Dispatch No. 174/CD-TTg requesting ministries, branches and localities to focus on responding to storm No. 10 and floods, landslides, flash floods.
According to the telegram, storm No. 10 has strengthened to level 12, gusting to level 15, moving very quickly towards the mainland of our country and getting closer to the shore, it may reach level 13, gusting to level 16 in the coming hours.
According to the forecast of the National Center for Hydro-Meteorological Forecasting, from the evening of September 27, the sea areas of the provinces from Thanh Hoa to Quang Ngai may have winds of level 6, then increase to level 8-9, near the storm center level 10-13, gust level 14-16, waves 5-7m high.
The storm is forecast to make landfall during high tides, combined with rising water caused by storms and big waves, which can cause overflow, breakage, sea dyke erosion, and flooding of coastal low-lying residential areas.
The Prime Minister requested the Secretaries and Chairmen of the People's Committees of provinces and cities in the Northern and North Central regions to direct:
- Continue to review, call for, and instruct ships still operating at sea to move out of the danger zone or to storm shelters to ensure safety.
- Based on the specific situation in the locality, decide to limit activities at sea, along the coast, ban the sea, control, limit traffic, and let students stay home from school to ensure safety during the time affected by storms and floods.
- Immediately deploy protection and reinforcement measures to ensure the safety of dykes and dams, especially sea dykes, river dykes, and vulnerable dams; proactively operate and regulate appropriate reservoirs to be ready for flooding, ensure the safety of dam works, and prevent flooding.
- Immediately deploy the work of tying up and reinforcing the protection of houses, warehouses, headquarters of agencies, units, educational and medical facilities, production, business and service establishments to reduce damage to production, especially agricultural production and aquaculture at sea and along the coast.
- Organize the review, proactively evacuate and relocate households in dangerous areas to safe places, especially paying attention to places where subsidence has occurred, places at risk of flash floods, landslides, and deep flooding.
- Proactively arrange forces, means, reserve food, provisions, and necessities in vulnerable areas at risk of disruption due to landslides and floods to be ready to support people, prevent people from being hungry, starved, hungry, thirsty, cold, and deploy rescue work when bad situations occur...
- Assign comrades on duty, leaders of departments, branches and sectors to go to key areas to directly inspect, urge, and direct the implementation of response work to storms, floods, landslides, flash floods.
The Ministers of the Ministries of National Defense and Public Security directed military and police forces stationed in the area to review plans, proactively arrange forces and means to be ready to support people in responding to storms, floods, support evacuation, relocation of residents, and rescue when required.
Assign Deputy Prime Minister Tran Hong Ha to establish a Forward Steering Committee in the provinces where the storm center passed to focus on handling the prevention and overcoming of the consequences of storms, floods and landslides.
