According to the resolution of the Hanoi City Party Committee Executive Committee, the construction and pilot implementation of the "socialist commune and ward" model must fully grasp the Party's guidelines and policies, and the State's laws; closely follow Resolution 02 of the Politburo, orient the development of the Capital and the principles of development of the socialist regime, taking the happiness and quality of life of the people as the highest goals.
The Resolution clearly states that development must not only stop at economic growth but must be aimed at comprehensively improving the material and spiritual life, living environment and feeling of happiness of the people, ensuring that all people enjoy the fruits of development in a fair and sustainable way.
The pilot implementation must link governance innovation with reorganizing the development space according to planning; efficient land use, infrastructure, public assets and local resources.
Building a model must ensure inheritance of tradition, promote Hanoi's identity, harmoniously combine long-standing cultural values with modern development requirements, contributing to the formation and spread of the image of a civilized, elegant, humane, and disciplined Capital.
The organization process must ensure the principle of not generating intermediary focal points, not increasing staff; associated with improving the quality of commune-level cadres and civil servants, administrative reform, and digital transformation.
At the same time, improve the responsibility of officials, civil servants and employees in the process of deploying, inspecting, supervising and evaluating implementation results.
On that basis, the city selected Phuc Thinh and Thu Lam communes to pilot the "socialist commune and ward" model.
This pilot project must be associated with synchronous preparation of conditions on infrastructure, data, human resources, operating methods and inter-sectoral coordination mechanisms, ensuring practical and effective operation.
Regarding the implementation roadmap, in 2026, the city will focus on completing and issuing projects; developing implementation plans; consolidating the guiding and operating mechanism; identifying priority tasks, needs and human resource arrangement plans.
In the period 2027 - 2030, the city will organize synchronous implementation in the pilot area, thereby regularly inspecting, supervising, and evaluating implementation results, promptly removing difficulties and obstacles.
By 2030, Hanoi City will organize preliminary reviews and evaluate the results of the pilot program, and improve criteria, mechanisms, policies and implementation methods.
This is the basis for considering expanding and replicating the model in the next phase.
