On the morning of June 6, the Ho Chi Minh City Party Committee organized a conference to study, study, thoroughly grasp and implement Resolution No. 09-NQ/TW of the Politburo on building and developing Ho Chi Minh City in the new era.
Resolution 09-NQ/TW requires the comprehensive development of culture and people of a civilized, modern, and compassionate city, worthy of the city named after beloved Uncle Ho.
In which, emphasizing the task of building and soon forming socialist residential areas; piloting the construction of socialist communes and wards.
According to the Action Program to implement Resolution No. 09-NQ/TW of the Ho Chi Minh City Party Committee, the city will build and form socialist residential areas; promote the values of solidarity, humanity, affection, discipline, social responsibility and the participation of people in community governance.
Ho Chi Minh City will pilot the construction of at least 5 socialist communes and wards suitable to the city's practical conditions, associated with the goal of improving the quality of life, building a healthy cultural environment, comprehensive human development and consolidating the great national unity bloc. The project is expected to be completed in 2026 and implemented in the period 2026 - 2030.

Resolution 09-NQ/TW sets the goal that by 2030, Ho Chi Minh City will become a civilized, modern, dynamic, and creative city; a center of economy, culture, society, science - technology, innovation, logistics and international integration of the whole country, with a prominent position in Southeast Asia.
By 2045, Ho Chi Minh City is oriented to become the economic, cultural, scientific - technological and innovation center of Asia; a globally attractive destination with high quality of life and deep international integration.
Towards the milestone of 100 years of National Unity Day in 2075, Ho Chi Minh City is oriented to become a global, smart, modern, comprehensively developed city, on par with developed cities in the world; green, sustainable growth and effective adaptation to climate change.
The resolution sets a target in the period 2026 - 2045, Ho Chi Minh City maintains a GRDP growth rate of at least 10%/year. By 2030, GRDP per capita will reach at least 14,000 USD; digital economy accounts for about 40% of GRDP; complete about 200km of urban railway; human development index (HDI) will reach about 0.9. The city basically solves flooding, environmental pollution, traffic congestion and no longer has drugs.
By 2035, GRDP per capita will reach a minimum of 25,000 USD, digital economy accounts for about 60% of GRDP. By 2045, GRDP per capita will reach a minimum of 75,000 USD; complete the connection of the urban railway system and achieve a net emission level of 0.
In the period 2046 - 2075, Ho Chi Minh City maintains GRDP growth of at least 6%/year. By 2075, GRDP per capita will reach at least 100,000 USD; indicators on social equity, environmental protection and human development are all maintained at a high level.
