The Prime Minister requested the police and military to prepare forces, materials, vehicles, including helicopters, to approach isolated areas and overcome the consequences of storm No. 10.

On October 2, Prime Minister Pham Minh Chinh signed Official Dispatch No. 183/CD-TTg directing ministries, branches and localities to focus on quickly overcoming the consequences of storm No. 10 and floods.

According to the telegram, the recent storm and flood have left 54 people dead and missing, 140 injured; at least 154 houses collapsed or drifted; over 154,000 houses had their roofs blown off or damaged...

Ministers, Heads of ministerial-level agencies, government agencies; Secretaries and Chairmen of People's Committees of provinces and cities continue to lead, direct, and mobilize all forces and resources to be able to resolutely implement the work of overcoming the consequences of storm No. 10 and floods, quickly stabilizing the people's situation.

The Prime Minister requested the Secretaries and Chairmen of the People's Committees of provinces and cities to urgently review, assess and count the damage caused by storm No. 10 and floods, especially to people's housing, educational facilities, health facilities, essential infrastructure, production, business and service facilities, and send them to the Ministry of Finance, the Ministry of Agriculture and Environment, and the Government Office no later than 10:00 a.m. on October 3 for synthesis and reporting to the Prime Minister.

Proactively mobilize maximum local forces, military forces, police, youth, reserve forces, ... to urgently support people to overcome the consequences of natural disasters.

In particular, focusing on supporting people to build new houses, repair houses with unroofed and damaged roofs, and provide temporary accommodation for households that lost their homes due to storm No. 10 according to regulations, not leaving people without housing.

Implement support policies as much as possible for families with dead, missing people, families with collapsed, drifting, or damaged houses in accordance with regulations, to be completed no later than October 5.

Immediately repair schools, educational and medical facilities with blown-off roofs or damaged by storms and floods before October 5. Absolutely do not let students lack schools, classes, books, school supplies, and people lack medical examination and treatment facilities when sick.

Urgently clean up obstacles and clean up roads to ensure traffic activities return to normal soon after the storm; salvage and repair sunken ships, restore damaged seafood and agricultural production to soon stabilize people's lives.

The Ministers of the Ministries of National Defense and Public Security direct units stationed in the area to prepare forces, materials, equipment, and means (including helicopters) to approach isolated areas if necessary), provide maximum possible support according to local requests to support people to quickly overcome the consequences of storms and floods.

The Minister of Education and Training directs and supports localities in implementing measures to ensure safety, urgently overcome educational institutions damaged by storms, have plans to support teaching equipment, textbooks and learning materials, and ensure learning conditions for students.

The Minister of Finance urgently synthesizes and proposes immediate support for emergency funds to overcome the consequences of storm No. 10 and floods for localities, and reports to the Prime Minister on October 2.
