The Government has just issued Resolution No. 114/NQ-CP on the plan to implement Resolution No. 162/2024/QH15 of the National Assembly approving the investment policy of the National Target Program on Cultural Development for the period 2025-2035.
The plan was issued to seriously, qualitatively and effectively implement Resolution No. 162/2024/QH15, improving the management, operation and implementation of the program.
Specifically determine the content of work, deadline, completion progress, and responsibilities of relevant agencies and organizations in organizing the implementation of Resolution No. 162/2024/QH15 to ensure consistency, timeliness, and unity.
The requirement is to closely follow the goals and tasks of Resolution No. 162/2024/QH15 to develop solutions and mechanisms for program management and operation; ensure the implementation of the Resolution seriously, effectively, with quality and in accordance with the goals of the program approved by the National Assembly.
Determining the content of the work must be associated with the responsibility and promoting the active and active role of the Program Agency, the Ministry of Culture, Sports and Tourism, the agencies with the content of the Program are ministries, central agencies and agencies implementing the program in the locality are People's Committees of provinces and centrally -run cities in the implementation of Resolution No. 162/2024/QH15.
The Resolution clearly states 5 groups of implementation contents including:
1. Organize dissemination and widespread propaganda to all levels, sectors and people during the program implementation process.
2. Develop a plan and organize the implementation of the contents and tasks stated in Resolution No. 162/2024/QH15 of the National Assembly in accordance with regulations.
3. Review, develop and submit to competent authorities to promulgate and promulgate under their authority legal documents, management, operation documents and instructions for program implementation.
4. Organize the approval and implementation of the program in accordance with the provisions of the Law on Public Investment, the Law on State Budget and relevant current legal provisions.
5. Strengthen inspection and supervision at all levels and sectors in the implementation of the program to ensure compliance with approved goals and tasks.
The Ministry of Culture, Sports and Tourism is the program's host agency, coordinating with relevant ministries and agencies: Urgently develop and complete the program feasibility study report to submit to the Prime Minister for approval of the program; Decision on approval of the program.
Issue regulations on principles, criteria, and central budget allocation norms for implementing the program in accordance with the provisions of law; issue a set of national criteria on comprehensive cultural development at all levels to ensure compliance with the actual conditions of each region, area, and policies of the Party and State on the organization of local government.
The Ministry of Finance proposes that the Prime Minister consider, improve or establish a new Central Steering Committee for national target programs to direct the implementation of the program.
The Ministries of Public Security, National Defense, Home Affairs, Industry and Trade, Health, Justice, Education and Training, Agriculture and Environment, Science and Technology are assigned specific tasks under the program, based on their management functions and coordination tasks with the Ministry of Culture, Sports and Tourism:
Urgently develop and complete the Program Feasibility Study Report; develop principles, criteria, and norms for central budget allocation, and regulate the ratio of counterpart funds from local budgets to implement the program.
Develop a set of national criteria on comprehensive cultural development at all levels in the 2025-2030 period; review and develop documents guiding the implementation of the program, recommendations, and proposals for specific policies (if any).
